Early Times Report JAMMU, Aug 19: Bureaucrats in Jammu and Kashmir seem to be at war with junior ministers and are making them believe that they are "irrelevant" and are mere "puppets." Reliable sources told Early Times recently a Minister of State in the Mehbooba Mufti led Government was humiliated by a commissioner secretary in presence of the cabinet minister when both were in the chamber of the senior minister. Sources said, "The MoS asked the bureaucrat that why does not he respond to his repeated calls. On this the commissioner secretary said that how will he respond when he has already deleted his name from his mobile as he found that the name had no relevance for him," said a source.
