Anganwadi workers association opposed new HR POILCY
12/26/2022 10:02:38 PM
Early Times Report
JAMMU, Dec 26: Anganwadi Workers Welfare Association (AWWA) affiliated to Bhartiya Mazdoor Sangh (BMS) under the leadership of Neelam Sharma UT Gen Secy. Of BMS assembled at Press Club Jammu and marched towards Civil Secretariat for submitting memorandum to LG UT of J&K. AWWA has opposed the order no 222-JK dated 30.11.22 of the social welfare department in which age has been fixed to 60 years and various other unjustified conditions which have been incorporated like that Aganwadi worker working in her village if married will be treated as disengaged and further disengagement of workers and helper those who attain the age of 60 years but nothing has been mentioned about their statuary dues and pending salaries and retirement lump sum payment etc. has been announced so for.
While addressing the workers Swarna Choudhary President of AWWA alleged that Anganwadi workers/helpers have been working since long under Social welfare department has exploiting the workers with the plea that aganwadi workers have no relation with the govt being scheme workers whereas scheme is being funded Govt. and supervised by the Govt officials and what ever name being given on salary or honorarium but is paid by the Govt regularly from the last more than 40 years and Govt have to formulate retire mental policy and also have to pay Gratuity also and J&K state is the only state who is paying state share just @ Rs 600/- PM for workers and Rs. 300/- PM for helpers since from the year 2010 and after including centre share they are being paid total Honorarium @ Rs5100/- per month for Anganwadi worker and Rs 2550/- for helpers. There is no any direction from the central Govt. and as per the central guideline 65 years age is fixed, It is further pertinent to mention here that at present neighbouring states are paying state shares i.e. Haryana state share Rs 8161/-, Delhi 6750/-Punjab 3650/- and Himachal Pradesh Rs 4500/- whereas Jammu and Kashmir is paying only Rs 600/- and Rs. 300/- PM for workers/helpers respectively and demanded state share be enhanced without any delay
While addressing the workers Neelam Sharma General Secretary State BMS alleged and condemned the too much enthusiasm being shown by the some of the officials those who are thinking that after sending these workers they will engage workers of their choices and will mint money asking workers and helpers without paying their retirement dues and pending salary, association retreated that we will not leave the centres till our dues are not given it is also pertinent to mention here that the new HR policy framed for future engagement of workers and helpers and the workers those who are appointed under ICDS manual have 65 years age have nothing to do with this new HR policy and if govt want to disengage these workers than have to frame retirement policy /benefits apart lump sum compensation for Aganwadi workers and helpers those who have given their 30-40 years of their life to nourish ICDS and govt have to pay Rs 5 lakh to aganwadi workers and Rs 3 lakh to helpers before reliving them from service association
The Association general Secretary Roshu Sharma stated that the no worker will leave the centre if genuine retire mental benefits are not given further salary from April 2022 till date has not been released and the salary form Jan 2019 to March 2019 and the arrear on Account of enhanced honorarium in centre share of Rupees 1500/- per month for Anganwadi worker and Rs 750/- for Helper has also not been paid till date for the period October 2018 to December 2018 which has not been released so far. Swarna Choudhary, parsino Devi, Neena Sharma, Rekha devi, Kamlesh Kumari, Vijay Kumari, Sukantla Devi, Sushma devi, Sharda Devi, anita Devi, Shoba Sharma Joyti, Anju Devi, Sunita Gupta, Gulshan Bano, Shamim and Raj Kumari other those who addressed the gathering if genuine demands will not be fulfilled, then AWWA would have no other option than to start the agitation. In first phase at all district head quarters and thereafter in block level and at BJP leaders and their offices.
