'Migrant lady died for want of medical assistance'

SRINAGAR, Aug 23: The Central office of Relief Commissioner of the state doesn't have the composite data of the registered migrants and the data of migrant certificates, issued by the department so far.
While talking to early TIMES over phone R. K Pandita, the Relief commissioner of the state for Migrants revealed that his department does not possess the complete data of number of the migrants which have migrated from Kashmir in 1990 to various places of the country. "Yes I have data of the people migrated to Jammu only," the commissioner maintained.
It was further revealed that out of the huge migration which took place, the department has the list of only 41117 families comprising of 1.50 lac individuals approximately.
Sources said that the migrants in Jammu division are living a traumatic life in absence of an adequate official assistance. "The relief commissioner office does not have separate budgetary provisions for meeting the medical bills of the sick migrants and has never projected for separate budgetary provision for the same," sources said.
Sources said that medical bills are being reimbursed out of the interest earned of a fund of rupees five corere meant for different head. "The Department does not even made an effort to create a separate head as medical reimbursement for meeting the medical expenditures of the migrants," sources said.
One of the RTI activists revealed that a poor Migrant lady Sheshi Sharma wife of Subash Sharma lost her life due to the official apathy. "The lady lodged a claim with the Relief commissioner office for medical assistance but her case was delayed without any reason. After struggling for the help the migrant lady died without being provided the medical assistance," the activist said.
He further said that the lady was a cancer patient which required utmost attention of the department. "The lady had obtained two medical reimbursements but the third one was delayed by Relief commission officer inordinately," said the RTI activist.
Meanwhile sources stated that the Relief commissioner office Jammu has become the den of corruption as a result the migrants who visit the office for settling the problems are put to lot of hardships.
Sources stated that lot of misappropriation had taken place in the allotment of shops at Jagti for which initial list of the persons who were allotted the shops was released and later it was kept in abeyance, after the genuine migrant aspirants raised hue and cry.
Sources said that the matter has not been settled yet and with the result the genuine aspirants could not get their demands met.
If sources are to be believed then the relief commissioner has also allotted the flats at Jagti to ungenuine persons who are not putting up in these flats and have rented these to other persons, thereby earning rent illegally," sources alleged.
Sources said that the action has been strongly resented by the migrant people who have demanded that the case should be referred to independent investigating agency.
The incumbent Relief commissioner was posted in 2012 and since then he is continuing in the same post.
The various migrant associations have demanded that government should declare him deadwood for his non performance. "We demand his immediate removal as he has overstayed at this place and is not able to solve the hardships of the migrants and contributing nothing for the betterment of displaced persons," one of the leader of the association said and added that IAS officer with excellent background should be posted for smooth functioning of the department.
They further alleged that cash relief is never released on time and the delay occurs beyond 15 to 20 days.
Meanwhile the various migrant associations have alleged that the ration for last two months has not been released with the result the migrants have to bank on the private market.
