Defunct SIC pays its staff for no work

Srinagar, Dec 5: State Information Commission (SIC) which has been finally orphaned as the lone Information Commissioner retired last month is paying salary to its 15 employees for doing no work. These employees include as many as 6 gazetted officers whose average salary is more than Rs 60,000 per month.
Information Commissioner Nazir Ahmad completed his 5 year tenure on November 17 and subsequently the State Information Commission (SIC) became defunct. Now there are as many as 15 employees in the commission doing no work and Government is paying them salaries for doing nothing. Nazir Ahmad former Chief Engineer PWD (R&B) had joined as Information Commissioner on November 18 2011 and on Nov 17 last, he completed his 5 year tenure thus rendering the Commission defunct.
Pertinent to mention that State Chief Information Commissioner (CIC) G R Sufi retired in February this year and another Information Commissioner Dr S K Sharma retired in October 2015. As per reliable sources former IAS officers Iqbal Khanday and Khursheed Ganai could be appointed to State Information Commission . G R Sufi who was the first Chief Information Commissioner of SIC ,retired from the post in Feb this year. Till now the post of CIC and one Information Commissioner is yet to be filled up by the selection committee which consists of CM, leader of Opposition and Deputy CM. As State Information Commission (SIC) continues to be defunct , several RTI campaigners across state have been appealing Chief Minister Mehbooba Mufti to appoint State Chief Information Commissioner (CIC) and two other Information Commissioners without any further delay so that Right to Information (RTI) does not die its own death in state.
Former CIC G R Sufi had earlier revealed that he spoke to Government several times to appoint Information Commissioner after Dr S K Sharma retired from the Information Commission last year in October.
"Under the provisions of J&K RTI Act 2009 the Information Commissioners and Chief Information Commissioner (CIC) can only be appointed by the Governor when the selection committee consisting of CM , Leader of Opposition , and one cabinet Minister nominated by CM recommends the suitable candidate. CM must take steps to fully constitute the State Information Commission", said Dr Raja Muzaffar Bhat Founder & Convener of J&K RTI Movement. From last 6 months very few orders have been issued by Information Commission , one can imagine what would happen when there is no Information Commissioner in the State Information Commission (SIC).
