Early Times Report

Srinagar, Dec 5: As many as 9000 power distribution transfers get damaged in Jammu and Kashmir annually which is highest in the country.
There has been a significant increase in damaged transformers in the state for the last few years. During 2011-12, around 6000 distribution transformers were damaged across the state while their number reached over 9000 annually for the last three years. The damage rate of transformers in J&K is the highest in the country.
After failing to repair transformers from its own funds, the state government has asked the Central government to release funds for repairing of transformers. Official sources said government has even failed to clear the liability of private firms repairing damaged transformers and they had stopped repairing of transformers many a times for the last three months, seeking release of funds.
Presently, 15 electric transformers manufacturing and repair units exist in Kashmir valley while 17 operate in Jammu region.
"The PDD has failed to check overloading due to which maximum number of transformers get damaged in winter in the Valley and during summer in Jammu region," an official of PDD said. "The government has now sought Central assistance for repairing damaged transformers. The repairing of damaged transformers is putting a huge burden on the state exchequer and government was prompted to seek financial help from New Delhi."
The PDD has also been contemplating privatization of power distribution across the state as it has registered four power companies that will deal separately with transmission, distribution and trading of power in the state.
But the employees of PDD have opposed any such move and protested several times against the privatization of power.
The employees' unions had said they would strongly launch united struggle to oppose the proposed move of unbundling of department. They fear that career of a large number of PDD employees would become uncertain with the privatization.
After failing to bring down Aggravate Technical and Commercial (AT&C) losses on its own, sources said the state government has also sought Central assistance to check these losses.
The J&K has around 50-percent Aggravate Technical and Commercial (AT&C) and Transmission & Distribution (T&D) losses, highest in the country. "The power department has become a main priority for the state government for which it has sought adequate Central funding to run it smoothly," a PDD official said.
