Council of Engineers submit memorandum to Minister

Jammu, Jan 11:A deputation of Diploma Engineers under the banner of the council of Engineers today met Minister PHE/I&FC Department and had submitted a memorandum of their demand visa-a-viz to register their strong resentment about the recent notifying of 23 numbers Diploma Holder engineer (Civil) for promotion from JEs to AEs against the availability of about nearing 150 numbers.
They apprised the Mantri that government has misinterpreted the post position of AEs pertaining to diploma cadre which were actually generated to redress the acute stagnation among the diploma engineering cadre, where hundreds of diploma holders engineers are not able to see the light of hope for their promotion even after rendering 37-38 Years of unblemished service and had retired as JE.
The minister was apprised that, It was after as decades long great struggle, the erstwhile leadership of Diploma Engineers Association, has succeeded to apprise the state government about acute stagnation prevailing in their cadre in the consequence of which state government has formed a high level Establishment Cum selection committee for giving their recommendation in redressing the stagnation among the diploma cadre.
Who in turn has made a recommendation for conversion of JE-I Posts to Assistant Engineers and so a large number of diploma holder engineers were got promoted and has felt a great sigh of a relief to some extent.
Kuldeep Singh, Secretary General while explaining informed that hundreds of the diploma engineers are still at present stagnated to the extent of 34 years of service are very eagerly waiting for their turn out of these career progression posts broadly known as a stagnation redressal posts of AEs, as and when it gets vacant due to promotion and retirement of existing AEs.
The minister was informed, any deviation of these posts shall lead to keep us stagnated and to make our force retirement at the post of JE only and thereby broadly defeat the idea in addressing stagnation of diploma holders which was envisaged by the great efforts of numerous head of various engineering departments, in a consequence of which recommendation were made by the high level power committee broadly called as an Establishment Cum Select Committee to redress stagnation and which was consequently accepted by the state Cabinet.
The diploma engineers while in their presentation has implored upon not to temper with the post earmarked for a stagnated diploma holder cadre so as to make us relieve from the stigma of stagnation and has requested for release of complete posts in their favour as a practice in vogue in the department, ref. GO No.20-Pw(Hyd)19-01-2015. The Minister while giving a patient hearing to the deputation, assure that justice will be delivered and no post shall be allowed to deviate.
