All party meeting becomes 'cardinal point'
Ball in centre's court for 'all bold steps'

Jammu, Sept 14: Kashmir situation is turning out to be perplexing, with both state government and centre finding themselves badly caught in a whirlpool of troubled waters. Even as hectic political activities are going on in J&K as well as in Centre, all eyes are now set on the outcome of the very crucial All Party meeting scheduled tomorrow at New Delhi.In the backdrop of resistance of Army and absolute opposition to dilution of BJP, Center's job has become all the more difficult, yet the outcome of the meeting remains critical mark in the swift development of events.
Even in the face of pessimism exhibited by political circles as also the common masses in Kashmir, the All Party meeting , at this point of time when the situation has by all means reached a flash point, rather highly critical, it is now the All Party Meeting which appears to be the cardinal point for both Centre as well as the state government. The latter of course cannot afford to wait for more time as it is now running out, more importantly for the beleaguered and distraught Chief Minister Omar Abdullah. As a matter of its stated position, BJP a day before the crucial meeting has made its stand more loud and clear, opposition to 'any sort of concessions' under prevalent circumstances in the state.
While the posturing which BJP national leadership exhibited today can be seen as 'playing safe' political in terms of distancing itself from any possible announcement by the centre, the latter , it appears is not sure of the response of its own allies in the meeting tomorrow, given the fact any decision at this point of time is certainly laden with some amount of risk and the apprehensions of undesired repercussions which is why Centre doesn't want to tread this 'stretch' alone or all by itself. In other words, it wants a consensus, if not complete unanimity on some key matters before actual implementation.
But the stalemate has to be broken. CCS meeting on Monday could not arrive at any decision in the face of differences over the key issues. However, it did express some optimism that remedies were still available in terms of political dialogue which among other things could discuss the governance or the governance deficit, as the phrase is being used for the last couple of days. While CCS has conveniently or compulsorily pushed the ball into the court of All party meeting , it is the Centre which has to take the call and show not only willingness but 'courage'.
As has been the precedence in the past over such issues under discussion in open house related to vital CBMS or announcements for Kashmir, backchannel role assumes significance. As Centre has no alternative than to offer something as 'remedial measures' to prevent the things from getting worse, this 'bitter pill', in terms of making some decisions has to consumed. Continuance of curfew is no solution or long term answer as a means to pacify the anger. Eid and aftermath of events have showed that again. Some package is also important to fail the 'vested interests' who will try to thwart and resist such decisions. All party meeting, apart from activating backchannel approach will also have to take care of very important aspect of the entire big picture- it cannot afford to distance itself from political dispensation not allow the political space to shrink anymore in the given circumstances, rather it has to be broadened and widened.


Bajwa may
represent PDP in
absence of Mebooba
With hectic political activity going on for the All party meeting, the major opposition party in the state PDP , too is this time ready to participate. However, the high command, particularly the president Mehbooba Mufti may not be able to make it to meeting as the flights stand suspended from Srinagar. Sources said even as the former Chief Minister and Patron of the party, Mufti Mohammad Syed is already in New Delhi, he is unlikely to attend the All party meeting on Kashmir to be held under the chairmanship of Prime Minister Dr Manmohan Singh. Sources also said though Mufti is in constant touch with PMO and keenly watching developments related to Kashmir, he is no mood to make his presence in the meeting. In all probability, sources said, if the government is able to provide the chopper to Mehbooba Mufti, she would participate herself in the meeting. In case this option doesn't materialize , the leadership has decided to send TS Bajwa, former MP and senior party leader to represent the party in the meeting.
