Land near Srinagar Airport being acquired for peanuts | Residents seek Guv's intervention | | Early Times Report
Srinagar, Mar17: Two years back the Defence Estates Department started disbursing the money to the villagers in Budgam near Srinagar International airport for the land to be acquired by them. The compensation was paid as per previous market rate fixed in 2009 , the Defence Estates Officer (DEO) Srinagar finally forwarded the recommendations made by the Deputy Commissioner Budgam who is also the Collector Land Acquisition to Principal Director Defence Estates Department Jammu. The case was further sent to DG Defence Estates New Delhi which has now been sent to Ministry of Defence. As per reliable sources the Defence Ministry has slashed the rate of compensation from Rs 22 lakhs to Rs 13 lakhs which is unacceptable to the villagers. According to documents available with Early Times the Collector Land Acquisition (DC Budgam) has recommended rate for land acquisition in between Rs 18 to Rs 22 lakhs per kanal at Karewa Damodar , Kralpora and Wathoora villages and the these recommendations were forwarded to the Defence Estates Officer Srinagar located at Sonwar in June 2014 year but the records got damaged in September 2014 floods. Background of case: The acquisition of around 3900 kanals of land at Karewa Damodar and few other villages near Srinagar's International airport which falls within the territorial jurisdiction of Budgam district took place many years back but due to technical problems , litigations etc it took lot of time to complete the process of acquisition. The disbursement of money was also delayed and the ultimate sufferers are the local villagers whose land has been acquired and in return have been paid peanuts. "The rate provided to affected villagers of Karewa Damodar etc for is just Rs 6 lakhs per kanal . This valuation has been made in the year 2009 , how can the Government pay such a meagre rate to the farmers after a lapse of more than 5 years ie 2014 ? Worthwhile to mention that land is sold or purchased on much higher rates i.e; Rs 90 lakh per kanal in the areas like Humhama , Gogo , Rangreth etc located just outside the acquired areas of Kralpora , KDamodar , and Wathoora villages near Srinagar International " said Mohammad Abdullah an affected farmer from Budgam. Pertinently the fresh recommendations for accessing market value of the land by the Deputy Commissioner Budgam who is the Collector for Land Acquisition was forwarded to Defence Estates Officer (DEO) Srinagar on 9th June 2014 under Letter No : DCB/Def/Coll/112/014/185 dated: 9/6/2014 , but the file remained pending with the Defence Estates Officer for over a year and was not forwarded to the higher ups as the officials at the helm of affairs in Srinagar office of Defence Estates Department . Farmers and villagers according to sources have directly approached the Defence Ministry through some Members of Parliament (MP's). When Early Times contacted a top official at Defence Estates Departments headquarters located at Ulaanbaatar Marg , Delhi Cantonment , last year he had said that file had not reached to the DG's desk yet , but he assured that he would take up this matter with DG Ravi Kant Chopra without any further delay. "Now the file reached to GD's desk , but rates have been slashed which is totally injustice with us . We appeal Governor N N Vohra to intervene into this issue. If land is sold and purchased for Rs 1 crore near Srinagar airport , why shall we be paid mere Rs 13 lakhs by the Defence Ministry ? " said Bashir Ahmad an aggrieved farmer. |
