Jammu, Nov 14: As the Government of India is all set to put Jammu and Kashmir under President's rule, a few BJP leaders and the PDP rebels are making hectic efforts once again to create an impression that "popular" government would be formed as their entry into civil secretariat is must for Jammu and Kashmir to survive.
