Instead of holding Assembly polls, authorities to empower Panchayats | Plan aims at empowering people, developing new leadership | | Early Times Report
Jammu, Dec 3: Instead of taking steps to hold elections for the legislative assembly of the newly created Union Territory (UT) of J&K, authorities are working on plan to empower Panchayats to establish three-tier Panchayati Raj System like other parts of the country.
Credible sources in the corridors of power revealed that on the directions of Union Government, administration of UT of J&K has already formulated a plan to trickle down decision making power at the Panchayat level to fill the political vacuum created after dissolution of the legislative assembly. Authorities of UT have already started the process to allocate departments to the recently constituted Block Development Councils (BDCs) to check growing influence of bureaucracy. Social Welfare, Rural Development and Education departments are likely to be allocated to BDCs to empower Panchayat members.

Jammu, Dec 3: A police officer in district Kathua has reportedly slapped a taxi-driver repeatedly in front of his family members and full public glare and later confiscated the documents, imposed fine for almost no fault of the gullible driver.
The taxi-driver later went to register an FIR against the officer and when police refused he knocked the door of court but despite orders from court, the police have refused to register case and took action against the erring officer.

srinagar, Dec 3: Despite directives by government, there is least regulation of drug stores in Jammu and Kashmir.
Authorities at Drug and Food Control Organization Kashmir have written to assistant drug controllers no to issue any new drug licence in the Valley.
"In view of the increased no of pharmaceutical agencies/ wholesale drug distributors in Kashmir valley, no application for issuance of fresh licenses shall be entertained," an order reads.

NEW DELHI, Dec 3: The government has hinted that the newly-created Union territory of Ladakh may not be brought under Sixth Schedule of the Constitution, which provides for administration of tribal areas by autonomous district and regional councils, for now.
It told the Lok Sabha on Tuesday that the existing autonomous councils set up under the Ladakh Autonomous Hill Development Council Act, 1997, were already the most empowered councils in the country with powers "more of less in line with the Sixth Schedule of the Constitution".
A recommendation to include Ladakh as a tribal area under the Sixth Schedule was earlier made by the National Commission for Schedule Tribes.
