Mehbooba led regime withdrew Rs 2500 cr in violation of financial norms | | |

Jammu, Dec 7: The former Jammu and Kashmir government led by Mehbooba Mufti had drawn Detailed Contingent (DC) Bills in respect of 2,032 Abstract Contingent (AC) Bills amounting to whooping Rs 2,545.83 crore, contrary to the laid down procedure, leaving the financial system in chaos at large.
Documents in possession of the Early Times reveal that in terms of para 7.10 of the Jammu & Kashmir Financial Code Vol-I, the bills which are countersigned after payment, are drawn as advance payments on Abstract Contingent (AC) Bills. The subordinate officers are required to submit the Red DC Bill by the end of the month following that in which AC Bill is drawn to the Controlling Officer and the Controlling Officer is required to submit the same to the Accountant General duly countersigned within one month of its receipt. AC bills are required to be drawn on Form 28 of J&K Financial Code Vol-II. SRINAGAR, Dec 7: With hectic preparations having commenced for the roll out the COVID-19 vaccine, people here in the Jammu and Kashmir Union territory are optimistic about the pandemic to end soon.
Sources said that the Central Government has asked all the States and Union Territories to prepare and maintain a database of the prioritized group of people to receive the COVID-19 vaccine during the initial stages.
Sources said that at present, 3 companies are frontrunners in developing COVID-19 vaccines in India- which are currently in the third phase of clinical trials and will be shortly available for usage.

jammu, Dec 7: A group of terrorists travelling in a car on Monday broke the barrier of the security forces at a check post in Shopian district of Jammu and Kashmir. The terrorists were intercepted at Trenz village but managed to flee from the scene.

SRINAGAR, Dec 7: The union territory of Jammu & Kashmir witnessed a sharp dip in Corona Virus cases as just 280 cases of virus were reported today. The death toll due to the virus reached 1,755 as nine deaths were reported in past 24 hours.

JAMMU, Dec 7: Thousands of Kair trees located in the state land and forest land in some of the districts in Jammu division are being cut with the same being shown as belonging to common people by the Revenue department.
Sources told Early Times that thousands of Kair trees located in Taryath, Pouni and Sunderbani tehsils in the Reasi and Rajouri districts have been felled following permission granted by the concerned authority. Kupwara, Dec 7: Despite biting cold, brisk polling was witnessed for the fourth phase of DDC and Panchayat by- elections in north Kashmir on Monday.
According to official figures, the Kashmir division recorded 31.95 % average voter turnout with Ganderbal district recording the highest polling at 56.28 % followed by Baramulla District at 47.43% and Bandipora with around 45.22% polling and in Kupwara was 44.35%.
In two DDC constituencies of Baramulla district, Boniyar 56.31% and in Narwaw 35.77% was recorded for the fourth phase of DDC election 2020.
