srinagar, Aug 30: Governor Satya Pal Malik has expressed his displeasure over the lapse of funds and issued strict directions to the Chief Secretary and the Administrative Secretaries to fix the responsibility if funds were allowed to lapse.
Sources told Early Times that on Thursday Malik chaired a meeting of top officials of civil administration at the Civil Secretariat here and directed them to gear up the administrative machinery to function with speed, efficiency and accountability.

kishtwar, Aug 30: In a snub to Deputy Commissioner Kishtwar, Angrez Singh Rana, who in order to 'punish' Early Times Correspondent Asif Iqbal Naik for not favouring him while reporting on various issues in the district, the J&K High Court on Thursday stayed the order issued by Rana banning the entry of Naik in government offices in Kishtwar.

Jammu, Aug 30: Authorities of a government school in Reasi district have allegedly refused to enrol at least 20 students in Class 11th.
"For want of bribe," the administration of Government Higher Secondary School (GHSS) Bharakh in Tehsil Pouni of Reasi "refused to enrol us," said one of the aggrieved students wishing not to be named.
He said that for last more than one week the students are roaming in school premises with a hope that they will be enrolled in Class 11th "but no one is paying heed to us."

BANDIPORA, Aug 30: A joint team of security forces eliminated two foreign militants of LeT outfit in Hajin area early Thursday morning.
A senior police official said that a joint team of security forces launched a search operation following the reports of presence of 2-3 militants in Par mohalla of Hajin area.
"Based on specific intelligence reports, our men had launched CASO in Par mohalla area and started door to door searches", the official said.
The police official said that during the searches, militants fired on police party that was retaliated leading to an encounter. In the ensuing encounter two militants were eliminated.
