Early Times Report

Jammu, May 6: The Jammu Women Cell, since the take-over by the SHO Arti Thakur, has turned out to be phantom house for the aggrieved victims approaching for justice. Not only is the one isolated case of Suman Kumari of Palli village of Bishnah a shocking revelation of the SHO's high-headedness towards denying audience to the people in distress, the list is unending with police hierarchy too not daring to take the her cognizance, reason best known to the department. As per reports, Suman Kumari was married to a man namely Rakesh Kumar in Palli village of Bishnah some eight years back, but her in-laws turned torturers to her just after three months of her marriage and the newlywed bride was put to great traumatic persecution only for the sake of dowry. Since last several years, she was being beaten, thrashed, abused, but she feared to stay back with her in-laws, fearing of social stigma attached with the dowry related incidents.
However, last night she was dumped by her husband for not compelling her parents for dowry. After beating the wife, the man called her in-laws and threatened them 'to do whatever they want to do', but he will kill her if they failed to give dowry. On this, the sister of Suman called local police station in the early morning, but there was no one to entertain her report, moreover, when after repetitive attempts some police officer picked up the call, he denied to file complaint, claiming it not to be the right procedure to file report. After being disappointed by the local police, the girl tried to approach Bari Brahmana police station, wherein police officials dodged the complaint and referred the lady to Women Cell. The girl along with victim approached Women Cell for lodging complaint, but the SHO Arti Thakur did not attend them and remained busy with her friends who had visited her in the Cell. "When the victim and her family arrived in the Cell, the SHO snubbed them and despite remaining unattended in the cell, no body entertained their report," said a police cop wishing anonymity. When contacted, IGP Jammu Danesh Rana said that he had no knowledge of the matter. DIG Jammu Shakeel Beig said that the department lacks proper backup to justify the demand. When asked about overstay of the SHO in the Cell, Beig had no answer to the query. It is pertinent to mention that as per police Headquarter policy, an officer could not stay more than two years on a particular posting. Arti Thakur joined the Women Cell on Jan 10, 2012. She enjoys the same 'plum posting' after four years also.
