JKNPP stages protest against alleged paid transfers, HRA scam | | | Early Times Report
Jammu, Feb 20: Accusing the Education Deptt of brazen violation of norms and procedures in transfers and releasing illegitimate HRA worth crores to the attached employees for vested interests and extraneous considerations, a huge contingent of JKNPP activists led by Harsh Dev Singh Chairman JKNPP and other leaders held a massive demonstration outside the Directorate of School Education, Muthi today. The agitated protestors raised slogans against the Education Deptt seeking early action against Director School Education for his involvement in large scale irregularities and unlawful practices in transfers and attachments. Addressing the gathering, Harsh Dev Singh said that during the visits of JKNPP leaders to various rural and remote areas, it was observed that majority of schools faced acute deficiency of teaching staff with several of them having become virtually defunct. He regretted that with the offices in Jammu Division having become dumping grounds for the blue eyed employees, thousands of employees including the teachers, Masters and even ReTs had been attached in the office of DSEJ, CEOs, ZEOs, Tehsildars, SDMs besides city schools whimsically to confer undue advantage upon those who ironically were drawing their salaries for doing nothing. He further divulged that as per reports more than 10,000 teachers were attached in places other than their actual places of postings for vested interests. He alleged that wholesale attachments had been made in each district of Jammu Division with teaching staff having been attached on extraneous considerations thus blowing to smithereens the much hyped policy on transfers. He said that District Udhampur topped the list of attachments of teachers and ReTs with more than two hundred such attachments having been made in Ramnagar constituency alone which had badly affected the careers of students. Likewise hundreds of pre- mature transfers of masters had been affected by Director School Education Jammu without obtaining the administrative approval which was a mandatory requirement for effecting pre- mature transfers. The transfer policy issued by the Govt. had been brazenly violated by making highly irregular transfers in thousands in Jammu Division by DSEJ and CEO Udhampur. Several transfers had been made on medical grounds by DSEJ without the requisite certificate from Standing Medical Board (SMB) of GMC Jammu which was also a mandatory requirement under the policy. Several "Zero Km" transfers had been made in violation of norms by DSEJ with none to take cognizance despite several complaints and reminders, Harsh divulged. |
