srinagar, Mar 5: The continuous overstaying of officials in government departments and state owned corporations belie the claims of state government of pursuing austere transfer policy in departments.
Sources said that overstaying of officials also tantamount a loss to the state exchequer, when such employees draw their salaries without practically doing any work.
Sources said that one of the close relative of incumbent cabinet minister is overstaying in transport department and is enjoying a plum post in Srinagar. "The government departments are violating the transfer policy by retaining officials more than two years. Scores of employees in various departments have not been transferred for years. They don't want to get transferred from these places," sources in General administration department said.
"There are officers in health, transport, PHE, and in some state owned corporations who have completed decades at one place. Every now and then government talks about bringing transparency and accountability in government departments, but the ground reality is that no one actually cares," sources maintained.
Sources told Early Times that the most of these overstaying employees have close proximity either with higher ups or enjoying the political patronage due to which they kept themselves away from transfer procedure.
Sources further revealed and alleged that certain officials in the clerical staff of health department Kashmir has been overstaying for over a decade now and are managing the transfers of doctors and other employees against the huge consideration.
Similarly sources said that one of the doctors of health department is overstaying from last 15 years at one place.
Sources said that though the HODs in these departments have an authority to transfer the employees especially when an employee completes his minimum two years of the service in one station. But none dare to transfer these influential employees which show that how powerful they are. "A number of times the issue of overstay of some employees was brought in the knowledge of Directors, Commissioners and Ministers in the past but everybody overlooked the issue. Many employees in clerical staff who are posted in other districts and waiting their turn to be posted in summer capital have become hopeless due to apathy of concerned administration," they alleged.
The official said that most of the over staying clerical staff has been found in, Health and Medical Education Department, PHE and other departments.
As per government's official transfer policy of 2010 all the employees having more than two years of stay at a particular place shall be transferred.
However, various departments have not been following the transfer policy either by premature transfer of officials or retaining employees for years at a specific post, official sources said.
Sources said that overstay of employees particularly in clerical section breeds corruption and ultimately the people have to suffer in getting executed their work. Many schemes never reach to the beneficial due to some corrupt officials with help their staff, they maintained
Sources said that the same is the situation in Regional transport office Kashmir where some of employees have overstayed.
Sources said that similarly many officials in the Public sector undertakings have overstayed at their choicest postings for years together.
Official sources revealed that some officers of the rank of I/C general managers have not been transferred for many years.
Official sources said that all these officers are involved in one or the other case which are under active investigation with Vigilance Organization or Crime Branch.
Sources said that these officials have been twisting the transfer policy as per their whims and to retain their choicest postings, are seen in camping in the chamber of higher ups to secure their placement at their choicest post.
These all overstaying officers are enjoying the patronage of top babus. "The issue of overstaying is well in the knowledge of the government, but nothing is being done in this regard, said one of the social activists.
Sources said that even the promotions have been granted to many officials in the state owned corporations, while during the period they have overstayed at one place of posting.
