HC issues notice to SMC, JMC, RDD others | PIL on Solid Waste Management | | Early Times Report Srinagar, Apr 4: Taking strong notice of inefficient waste management in J&K by different executing agencies , the High Court division bench of acting Chief Justice S Ramalingam and Justice M K Hanjura have issued notice to several Government organizations like Srinagar Municipal Corporation (SMC) , Jammu Municipal Corporation (JMC) , Rural Development Department (RDD) , Directorate of Urban Local Bodies, Housing & Urban Development Department, Tourism Department , Horticulture Department and few more Govt owned organizations . High Court has sought a status report from these organizations by or before May 15 about the status of implementation of waste management schemes. Details available with Early Times reveal that a PIL was filed by Srinagar based Environmental Policy Group (EPG) through its Convener Faiz Bakshi who sought intervention of High Court over inefficient management of solid waste in Srinagar , Jammu all the major towns and villages of J&K state. EPG in its PIL alleged that Government agencies like SMC , JMC , ULB's , RDD etc were not at all adhering to Solid Waste Management Rules of 2016 and Swatch Bharat Mission (Urban / Gramin) guidelines. The Division bench of Chief Justice sought details from all the Government agencies involved in waste management work to send details of works being executed or executed to address problems of waste management. Copies of all the tender documents issued for waste management have also been sought by High Court division bench which have to be produced on May 15 during next hearing of the case. Under Swatch Bharat Mission (SBM Gramin) , Solid Liquid Waste Management is an important component but from last more than 3 years not a single rupee has been spent by Directorate of Rural Development or Directorate of Rural Sanitation in this sector. Govt of J&K had identified one to two villages in each district to accomplish the task of Solid Liquid Waste Management (SLWM), but as per reliable sources the said work is yet to take off. In addition to it SLWM consultants haven't been hired by Govt who could prepare the complete DPR's for each district. Sources say that all the money available for Solid Waste Management in villages is getting lapsed. This issue has also been highlighted in the PIL and Chief Justice was updated about the non-implementation of Solid Waste Management under SBM Gramin. |
