5 new GMCs get principals; Dr Ghanshyam's order modified

Jammu, July 5: It appears that government has appointed principals for five yet-to-be-started medical colleges in the state in a hurry, as senior most doctors were ignored, causing resentment among the few faculty members.
Moreover, this exercise has been carried out probably in view of July 7 deadline to submit Letter of Intent (LoI) and Letter of Permission (LoP) for getting nod for these colleges.
As per government order vide no. 408-HME of 2018, dated 4-7-2018, five principals were designated for upcoming GMCs at Anantnag, Baramulla, Kathua, Doda and Rajouri. As these LoI and LoPs are needed to be signed by the designate principals for the medical colleges as per guidelines.
Pertinently, in February 2014, the then Union Health Minister, Ghulam Nabi Azad had announced five new medical colleges for J&K, with 100 MBBS students intake capacity for each college. In 2016, the government designated five nodal officers for these colleges to expedite the process of establishing them.
The nodal officers thus nominated were Dr. Javeed Choudhary (Baramulla), Dr. Farooq Kesar (Anantnag), Dr. Zahid Gillani (Rajouri), Dr. Bella Mahajan (Kathua) and Dr. Sunanda Raina (Doda).
But now as per new government order, Dr. Javeed Choudhary will be in-charge principal for Baramulla college, Dr. Farooq Kesar for Anantnag college, Dr. Zahid Gillani for Rajouri college, Dr. Bella Mahajan for Kathua, and Dr. Ghanshyam Dev for Doda medical college.
However, now Dr Ashutosh has now been appointed principal in place of Dr Ghanshyam Dev. Credible sources told Early Times that Dr. Ghanshyam Dev is senior most professor in GMC Jammu while Dr. Javeed Choudhary is senior most Professor in GMC Srinagar. Both these GMCs are having junior professors as principals, bypassing the much-experienced seniors.
A million dollar question, sources said, is: considering the working of the people designated as nodal two years back, will the designated principals shall work with devotion and dedication to start these colleges from 2019?
As former government remained a mute spectator, these nodal officers never bothered to initiate the process of getting the medical colleges operational from 2018 itself. It can be gauged from the fact that LoI and LoP was sent to the Centre only few days back. Did government ever think of seeking an explanation from these nodal officers as to why in last two years there was no progress on establishing these colleges?
Sources claimed that due to political interference, the GMC Jammu has been ruined due to preference of juniors over seniors on senior administrative positions including principal's post. It has also been learnt that certain people in the power corridors want dummy and weak principals to man the chairs and work as per their whims and fancies.
It seems the designated nodal officers totally failed to advise the government on issues of manpower recruitments, building-infrastructure, existing pit falls and others. Probably, there was lack of will from the higher ups too who never bothered to make permanent Principals and directed them to stay at the respective places and coordinate with different agencies for speedy work on establishing these colleges, sources stated.
They also said that there were issues related to recruitment rules also and many a designated I/C Principals have right to refuse to join citing various reasons. There are issues of getting a well trained faculty to run first three departments of MBBS curriculum i.e. Anatomy, Physiology and Biochemistry. So mere designating Principals and signing LOI/LOP is not going to suffice the purpose to run these five new upcoming medical colleges. Sources said that equipment, machinery and other related issues need to be devised beforehand to run these upcoming GMC in desired manner. Will the SAC under Governor look into this very vital issue of public importance?
