| The constitution of India has empow-ered every representative of public i.e. MPs and MLAs to challenge the confidence reposed in the elected governments in an exercise of 'No Confidence Motion', whereas the voters electing these representatives have no right to bring the government into the ambit of asking for obtaining fresh confidence from voters and this provision is applicable only in case of fall of government in one way or the other through franchise. When we visit the spirit of article 75 of the Indian Constitution, it apprises 'The Prime Minister shall be appointed by the President and the other Ministers shall be appointed by the President on the advice of the Prime Minister and the Council of Ministers shall be collectively responsible to the House of the People'. So Ministry actually stays in office as long as it enjoys the confidence of majority of members of Lok Sabha. The rule 198 of procedure and conduct of business in Lok Sabha, empower any member of house to move a no-confidence motion. So plainly speaking 'no confidence motion' is the pretty baby of MPs and MLAs only to keep one government in office or to dislodge it, whether their this action is liked or disliked by the citizenry of the country and whether they carry confidence in government or not. A biggest flaw in our constitution that is the reason voices of 'Right to recall' the elected representatives are occupying the space. Narendra Modi government came to power with a historic mandate and promising good days for the economy. Investors hoped for a business-friendly government while 125 crore Indians, one-third of whom is below the poverty line, aspired for more jobs and affordable life. The no confidence motion moved by political aspirants, hotly debated on the floor of the Lok Sabha stand defeated and Modi-led government has come out from 'No Confidence Motion' very safely moved by TDP supported by some other parties but the real test lies ahead in 2019. As a voter of the country, I express my views in the charter of 'No Confidence' against Modi government on following points that were promised by Sh. Modi Jee as prime ministerial candidate of BJP: lThe employment promise to create 10 million jobs failed to take off. Payroll count based on Employees' Provident Fund Organization (EPFO) subscription and data from the Employees State Insurance Corporation and the Pension Fund Regulatory and Development Authority, over 35 lakh jobs were added in the formal economy in the six months between September 2017 and March 2018, (data referred by PM during no confidence motion debate) but the 6th and 7th Quarterly Employment Survey (QES) shows a total of two lakh jobs created between April-September 2017. Labour ministry's quarterly employment survey (QES), which provides for the number of jobs created has been put on the backburner, of the reasons, it has projected much higher number of jobs created in the organized sector than the labor bureau survey shows. lThe 'Setting up an effective Lokpal' was one of the promises made by the BJP. But the law passed in 2013, is yet to be enforced, in spite of being pulled by the Supreme Court. lThe most publicized promises of Modi je that each Indian would receive Rs 15 lakh, when black money would be repatriated (demonetization to bring back black money has fallen like castles of cards) from abroad was an 'idiom' and should not be taken literally (Refer to Amit Shah's statement). lThe promise of providing neat and clean government badly shattered as 31% ministers in Modi government are facing charges of rape, murder, attempt to murder, dacoity (refer to ADR report) etc. How he can claim himself of leading a clean government, when such persons with criminal background have been brought in by himself as the prerogative of PM to choose as his council of ministers and to make law for the country. How shameful it is that 'law breakers are the law makers' with the blessings of Modi Je as PM. lMany of current MPs and MLAs, who are designated lawmakers, have declared cases related to hate speech against them. A total of 58 current MPs and MLAs charged with cases related to hate speeches. Surprisingly of the 15 MPs, ten are from the Bharatiya Janata Party and of the 43 MLAs, 17 are from the same party (Refer to ADR report). Are they not being shielded by BJP think tank responsible for disturbing the communal harmony? lAs on woman's safety and security, of providing a safe environ for fair gender in India, much trumpeted and claimed by Modi dispensation, India placed as the most dangerous nation for woman (Refer Thomson Reuters Foundation, a Canadian global information and news network report for 2018). lIndia still stand at number 81 of the 180 countries in the global corruption perception index for the year 2017, and the country as 'most dangerous' in terms of graft and press freedom in the Asia Pacific Region (Refer Transparency International report) lIndia as "amongst the worst regional offenders" in the Asia Pacific region on grounds of journalists, activists, opposition leaders, even staff of law enforcement or watchdog agencies being threatened and even murdered (Refer Transparency International). lThe promises of peace and harmony in society stand shattered by human rights group 'Amnesty International' report for 2016-17 that flagged attacks by cow vigilantes, communal and, caste-based violence. The PM himself has admitted the facts while flashing warning shots to cow vigilantes, a number of times. lThe worst blow on democratic system of functioning of the government is well evident, when Modi brought in rejected and defeated candidates as his cabinet ministers with portfolios of finance and human resource development. Why? He is supposed to comment on his helplessness in this regard? lAs a policy towards self promotion and condemn all others, the Modi government has spent Rs 4,343.26 crore on advertisements in the print and electronic media as well as outdoor publicity (Refer Cenre's Bureau of Outreach and Communication (BOC) under the Ministry of Information and Broadcasting). The money of tax payers wasted only for self promotion in the guise of promotion of welfare schemes. lWith no concrete policy on Kashmir unrest, Modi regime has sponsored militancy by helping release of approximately 11 thousand criminal in the guise of stone pelters on the recommendation of its visionless interlocutor. BJP has supported all discriminatory policies of PDP directed towards Jammu region for power lust and to cover its dented faces, it took safe route of parting with alliance. lTo appease the poor as vote bank politics, Modi government flag of welfare schemes, without looking into the pros and cons of the policy. As an example much talked 'Ujjwala Yojna', a large number of PMUY beneficiaries have not come back for refills in many states. As result households with LPG connections were using an average of 6.27 cylinders in a year but after the scheme was launched, the number of cylinders used on average had come down to 5.6 (Refer Comptroller and Auditor General's report). The scheme is remarked as providing benefit to oil manufacturing companies in the shape of subsidy of Rs 1,600 to them on each such cylinder. After scripting few points of 'Voter's No Confidence Motion', the Modi government is expected to speak on these points to restore the confidence of common voters in ensuing process of obtaining again the confidence of the voters in 2019 rather than just always pampering its coterie and self praise and accusing the opposition only. |
