Municipal polls: Govt not to amend any laws now | | | Early Times Report
SRINAGAR, Sept 18: The process of amending the law to hold the municipal elections on non-partisan basis has been stopped as the government has decided to hold these polls on party basis. After two main political parties, the National Conference and People's Democratic Party announced that they would boycott the upcoming panchayat and municipal elections in the state, the government had initiated a process to amend the law so that polls are held on non-party basis. Chief Electoral Officer Shaleen Kabra has said that municipal elections will be four-phased and these will be held on party-basis. "Now, the government does not require to make any amendments in the law," said an official at Chief Electoral office. He said, "Law department had started a process of examining the existing laws for the amendments. The process has been stopped now." Municipal elections will be held in J&K from 8 October in four phases. It's for the first time, electronic voting machines (EVMs) will be used in the local body polls while migrant voters will be able to cast their vote through postal ballot. Panchayat polls will begin from November 17 in nine-phases. The ULB polls were held in J&K after a span of 23-years in January 2005. However, the civic polls could not be held since 2011 despite the successive governments setting up several deadlines about holding the elections. The panchayats completed their term in July 2016. Elections to panchayats were last held in April-May 2011 during Omar Abdullah led National Conference-Congress regime after a gap of 37 years. |
