JKSAC expresses concern over reservation of wards | | | Early Times Report
Jammu, Sept 21: Jammu Kashmir Sharnarthi Action Committee (JKSAC) has expressed concern over the callous attitude of State Govt. particularly Chief Election Officer for keeping the Ward No. 73 & 32 as reserved for Scheduled Caste category without any logic thus violating the norms fixed to determine the status of the constituencies under Municipal Corporation Act of 2000. While addressing the meeting Gurdev Singh President (JKSAC) condemned the govt. for keeping these wards as reserved for Schedule Caste category without following the principles laid down in the act. He said that, he is failed to understand that how the Chief Election Officer has reserved these wards for SC category as the same are thickly populated by displaced persons of 1947 from POK having more than 90% of the total votes. He said that principles prescribed in the Municipal Corporation Act of 2000 for declaring any ward/ constituencies for reserved category has been clearly violated by the govt. The act says that "The number of wards to be reserved for such categories in any Municipal body have to be in proportion to the total population of SC's & ST's and for this purpose the ratio of the population is to be furnished by the respected Dy. Commissioners. He said that it is not understood that how Dy. Commissioner Jammu has recommended to Chief Election Officer to keep these wards under Schedule Caste category having a microscopic presence without any logic and ascertaining the factual strength of each class of population residing in the wards and added that even the recommendation of the SDM South regarding the population of DP's have not been taken in account thus depriving the overwhelming majority of DP's to represent their aspirations. |
