JAMMU, Mar 10: Movement for Peace, Equality and Justice sought amendment of recent amended J&K Panchayati Raj Act before issuing Notification for BDC elections & the Assembly election in the state. Ram Singh Chauhan and Kuldeep Kumar Rao said that reservation in the conduct of election for Block Development Council chairperson or Chairperson of District Planning & Development Board, is direct death blow to weaken the system under Panchayati Raj Institution as also weaken the basic unit of democracy in the largest democracy of the world. They further said it is the handiwork of all traditional Political Parties to ensure that doors are closed for the posts of constitutional importance like Chairman BDS, for most competent & educated persons/ women of general category and pave way for reserved category who are loyal to such political leaders so that they merely act as stooges before their bosses. They said that the amendment made in the J&K Panchayati Raj Act 1989, amended up to March, 1996 is further biased for Jammu Division because strength of reserved category in Kashmir Division is almost zero. The further added that in the garb of reservation, the big bosses of all traditional political parties have, in the past, been able to give nominations to those candidates who are educationally poor but loyal to their bosses. This is nothing short of strangulation and weakening of the system they maintained. They while lauding the efforts of Governor in his endeavor to strengthen the Panchayati Raj Institutions in the J&K state, first of its kind in last70 years, urged upon the Governor to amend the Panchayati Raj Act in such a manner that any person or woman may file his/her nomination whose name is entered in any Panchayat Halqa in that Block. This certainly widens the spirit of democracy and not put chains around the neck of democracy. This needs to be done before announcement/ conduct of BDC/ Assembly elections so that parrots of all these traditional political parties do not find rooms against such like constitutionally important positions as has happened in the past during Panchayati quota of MLCs they maintained. |
