Qualities of head and heart kept him high

The exceptional qualities of head and heart, a zeal for doing something in life and serving the society kept Babu Permanand in a high esteem and high positions for more than 40 years of his public career.
Passing through numerous highs and lows of life in his glorious career, Babu Permanand had a rich and vivid story behind. Born on August 10, 1932 in Sarore village of now Samba district, Babu was keen to acquire education and he did a Masters degree in Economics and a Bachelors degree in Law from Aligarh Muslim University.
He was later married to Sudesh Kumari and had two sons out of the wedlock.
Babu Parmanand begin his political career with the Congress and was elected to Jammu and Kashmir Legislative Assembly in 1962 first from Ramgarh Constituency and thereafter for five times from different constituencies of the state.
He was appointed as Minister for Social Welfare and Transport during G. M. Sadiq’s regime in 1967. Later, in 1972 during Mir Qasim’s regime, he was Minister for Local Bodies and Housing.
After return of Sheikh Mohammad Abdullah to the mainstream in 1975 many Congress leaders joined the National Conference. Babu Permanand too followed the suit. He was elected as Speaker of the State Legislative Assembly in 1980 and was again appointed as Minister for Finance and Power in Dr. Farooq Abdullah’s Ministry in 1982.
He remained Member of the State Legislative Assembly Jan 18, 1990 when the house was dissolved. After dismissal of Farooq Abdullah Government, Babu Permanand was appointed as Member Advisory Council to Governor of Jammu and Kashmir. In this capacity he worked with the then Governors GC Saxena and KV Krishna Rao.
In mid 1990s, Babu Permanand joined the Bhartiya Janta Party. The party rewarded him with a gubernatorial assignment was sent to Haryana as Governor in June 2000. He demitted the office of Haryana Governor in 2004 after taking over of Congress led United Progressive Alliance at the Center. However, immediately after demitting the Governor’s office, Babu Permanand, instead of seeking retirement returned to the party fold and served the organization till his last breath.
Besides political field, he remained President of Bharatiya Dalit Sahitya Akademi J&K for a period of two years. He also served as Director of Jammu and Kashmir Bank Ltd., Jammu Rural Bank, Jammu, Scheduled Castes and Scheduled Tribes Corporation and Khadi Board to promote the cause of the weaker sections for 12 years
Babu Parmanand was awarded Dr. B. R. Ambedkar National Award by the National Bharatiya Dalit Sahitya Academy in 1991-1992 for his distinguished service rendered for the cause of the downtrodden humanity. He has contributed many outstanding articles in different languages on various subjects to some reputed publications of the country. He remained Editor-in-Chief of a Journal “Voice of the Depressed” and voiced forcefully through his pen for the cause of the economically weaker sections of society in this publication.
