| Finance Deptt emptied of 14 officers | | CTOs appointed as Collectors, SDMs; no replacements made | | Early Times Reporter

In a significant reshuffle in the Finance department at least 14 officers of the middle rung were moved out of the department to higher positions in the civil administration without making any arrangements for their replacement.
Over a dozen Commercial Tax officers have been promoted in their own pay and grade and sent as Collectors or Sub Divisional Magistrates. The confusing part of the orders is that their replacements have not been shown as made.
According to an orders issued by the government here today,
Showkat Aijaz, CTO in the office of Commissioner, Commercial Taxes, Jammu has been transferred and posted as Collector, Land Acquisition, Power Development Department, Srinagar against available vacancy.
Shamim Ahmad, CTO, Circle-E, Srinagar has been transferred and posted as Collector, Land Acquisition Circular Road/PHE, Srinagar. P. K. Bhat, CTO, Circle-E, Jammu has been transferred and posted as Deputy Director, Information (Central) against available vacancy.
G. M. Dar, DTO, Circle (I&II), Anantnag has been transferred and posted as Collector, Land Acquisition, Public Works Department, Anantnag relieving Assistant Commissioner (Revenue), Anantnag of the additional charge of the post.
Manmohan Singh, CTO, Toll Post, Lakhanpur has been transferred and posted as Collector, Land Acquisition, Power Development Department (220 KV), Jammu against available vacancy. Dara Singh Kotwal, CTO, Circle, Jammu has been transferred and posted as Deputy Director Information, Jammu against available vacancy.
Mohammad Qasim Wani, CTO, Tool Post, Lakhanpur has been transferred and posted as Collector, Land Acquisition, Defence, Budgam against available vacancy. Ramesh Chander, CTO, Circle-A Jammu has been transferred and posted as Sub-Divisional Magistrate, R. S. Pura against available vacancy.
Nisar Ahmad Wani, Additional Private Secretary with Minister of State for Finance, Planning, Revenue and Relief has been transferred and posted as Deputy Secretary to Government, Revenue Department. Abdul Salam, Under Secretary to Government, Planning and Development Department has been transferred and posted as Personnel Officer, Associated Hospitals, Srinagar against available vacancy.
Meanwhile, the services of three officers of the Excise and Taxation (G) Service are placed at the disposal of Finance Department for their posting on KAS and equivalent posts. They are: Angrez Singh, CTO, Toll Post, Lower Munda; Anu Malhotra, CTO Circle-I, Jammu and Suriya Jabeen, CTO, Circle-M, Jammu.
The order further said that these arrangements are made purely on stop-gap basis and in the interest of administration and shall not confer any preferential right on these officers for promotion as and when appointments/promotions to the Jammu and Kashmir Administrative Service (KAS) are made under rules. The placement of the above officers on higher posts shall be in their own pay and grade with charge allowance as admissible under rules and shall be without prejudice to the seniority of other members/officers of the services to which they belong and they shall retain lien in their parent services and departments. |
