Early Times Report
JAMMU, Oct 16: Advisor to Governor Khurshid Ahmed Ganai today underlined shifting from manual system to e-governance as major Administrative Reform towards achieving Good Governance.
The Advisor was addressing 2016 Batch of Junior Scale J&K Administrative, Police and Accounts Service probationers presently undergoing a foundation course hosted for them by J&K Institute of Management, Public Administration and Rural Development (IMPARD), Jammu/ Srinagar.
Khurshid Ahmed Ganai was the chief guest on the occasion and delivered a lecture on 'Administrative Reforms and Good Governance'.
Talking about the relevance of the 'Administrative Reforms and Good Governance' the Advisor specifically emphasized on the need for innovation, experimentation, collaboration and adopting a multi-dimensional integrated approach to achieve the administrative goals.
Addressing the probationers, Ganai said that governance models should adapt to the changing times and ensure that no one is left behind in the process of development thereby providing distributive justice.
To achieve good governance, the Advisor flagged three issues - autonomy of institutions that make the governance accountable and corruption free; maintaining the rule of law and ensure equal access to justice for all; and work towards social and communal harmony.
Ganai asked the probationers to promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels. He highlighted upon atmospherics required for making good governance.
Citing good works of government, the Advisor said that under Swachh Bharat Mission more than 10 crore toilets were constructed of which 12 lakh were constructed in Jammu and Kashmir which is one of the example of good governance.
