JKEEGA dismayed over delay in issuance of Transfer Scheme

Jammu, Feb 23: JKEEGA is dismayed over the inordinate delay by the Administrative Department in issuance of SO (Transfer Scheme) governing terms and conditions of employees. The restructuring/ unbundling of JKPDD was operationalized vide Government Order No. 191-PDD of 2019 dated 23.10.2019 in pursuance to SAC Decision No. 258/22/2019 dated: 22.10.2019. However, instead of implementing the decision taken by SAC in its totality, the Administrative Department has implemented the restructuring/unbundling proposal in bits and pieces leading to chaos and confusion across the entire fraternity. The Administrative Department vide Government Order No. 164-PDD of 2019 dated: 20.09.2019 had constituted a Committee for formulating a comprehensive proposal for restructuring of JKPDD. The Committee submitted its report in Oct-2019 and the same report after threadbare deliberations in the Administrative Department was submitted to the State Administrative Council which in turn approved the report in total terms vide its above referred decision.
The Committee besides recommending the reorganization of the department had also framed the SO widely known as “Transfer Scheme” governing the terms and conditions of employees. The approval of same SO by SAC was reflected in GO No. 191-PDD of 2019 dated 23.10.2019 in clear cut terms. JKEEGA strongly resents the move taken in recent Board meetings and urges the Administrative Department to come clear on terms and conditions governing the existing employees. JKEEGA wants to convey to the Administrative Department that the Association will not hesitate to move on agitational path if their legitimate demands primarily being issuance of SO (Transfer Scheme) and rescinding of rules approved in recent Board meetings is not met within this month.
