The Jammu and Kashmir administration has finally taken a call on Darbar Move, a practice which was started in 1872 by Maharaja Gulab Singh to escape the extreme heat during summers in Jammu and biting cold of winters in Srinagar. The tradition was followed by the politicians, who ruled Jammu and Kashmir since 1947. They acted like monarchs despite being the elected representatives of the people.
The recent government order which states that 19 departments will function from Srinagar Civil Secretariat and 18 from Jammu Civil Secretariat appears to be the first step towards abolishing the practice and in coming days and months the contours of this arrangement will become clear.
The political dispensations which ruled the erstwhile J&K State in the past lacked courage and political will to end this practice. When Omar Abdullah was the J&K Chief Minister, he issued big statements, but couldn’t implement what he spoke. Last month Jammu and Kashmir High Court had observed that Darbar Move is a “futile exercise” and it should be done away with.
The Court did not issue any order and had put the ball in government’s court. According to the figures which were submitted by the government in the court the Estate’s Department alone used to spend more than Rs 125 crores on providing logistics and accommodation to the move employees. Besides these there were other expenses which were incurred on shifting the documents and other material from Jammu to Srinagar and vice-versa. Some politicians have started raising the issue of the secretariat being bifurcated and are trying to politicize the issue but they need to bear in mind that J&K was the only place in the country which had two capitals and practically it didn’t serve any purpose. Many people believe that no one should have any objection to both the secretariats remaining functional in Jammu and Srinagar. This will save the money which the government used to spend on this futile exercise and would also assure people of both the regions that government is available during all the 12 months.
J&K’s reorganization has shattered many myths. Lies of Kashmir centric politicians stand exposed. During all these years they used to claim that they are the only ones who have held J&K together. Today they don’t stand anywhere and just within the span of few months it has been proved that these leaders couldn’t do anything for the people.
