Many Lift Irrigation Schemes abandoned midway due to ill-planning

JAMMU, July 8: The casual approach of the Irrigation Department Doda Division can be gauged from the fact that many Lift Irrigation Schemes (LIS) were abandoned midway due to its ill-planning which led to failure of schemes as well as loss of tax payers’ money.
Sources told Early Times that there were several Lift Irrigation Schemes under AIBP, which were executed by the department without conducting proper survey, investigation of the areas due to many hurdles came across during their executions and finally had to abandon midway.
“Around four schemes were taken up without preliminary survey, geological investigation, forest clearance, etc. due to non-fulfillment of pre-requisites led to non-development of canal section and consequently resulted in abandonment/ change of proposals,” they said.
They further informed that during the construction of a Khul in Buzzla, which was abandoned after incurring expenditure of around Rs 50 lakh due to development of sliding zone. Similarly in construction of a Khul in Paranoo, around Rs 30 lakh were incurred and later work was held up for want of forest clearance.
They further said that the schemes were failed as they were not taken up in a planned manner after fulfilling all the prerequisites, which defeated the main objective of schemes to utilize the potential created to the maximum level.
The department gave very weird argument after failure of these schemes that the works were stopped due to development of a sliding zone after initial expenditure to save the Government money. Meanwhile the schemes were transferred to Ramban Division, they informed.
Due to lack of far-sightedness of the Department, the schemes, which were meant to provide benefit to the farmers, could not be completed. Despite the fact that before execution of any project or schemes a thorough and proper survey is conducted to ensure the success of the projects but in these cases, the department adopted very casual approach, which led to failure of these schemes as well as the loss of public money, they said.
