JAMMU, July 29: Amid push from the Union Territory administration to the Agriculture Production Department as well as Public Sector Banks to make Kissan Credit Cards (KCC) of all the farmers, officials of both these institutions have questioned the rationality behind the move.
The Agriculture department had observed Kissan Pakhwara from 7th to 21st of July, during which Kissan Melas were organized in various districts, tehsils or block levels. The motive behind the move was to make Kissan Credit Cards (KCC) of the left out farmers to make 100 percent coverage of KCC. The employees of Agriculture department and allied departments including Horticulture, Fisheries and Public sector Bank officials have been mobilized to attend the Kissan Melas and linked the KCC cards with the PM Kissan Samman Nidhi accounts of the farmers.
Officials in the Agriculture Production Department as well as Public Sector Banks have raised question behind the rationality of the move. “Some of the farmers have no land on their names. When a farmer has no land, at what mortgage, a Bank will give loan to these landless farmers?, an official said, adding that there were large number of farmers, who have no land but their KCCs have been made as per instructions of the department.
The officials further said that the KCCs would be handed over to all these farmers and same would apply for loan but their applications would not be entertained by the banks due to their policy issues. “Similarly there are farmers, who have only few marlas of land on their names. As per Bank rules, against the mortgage of around one kanal of agriculture land a loan of five-ten thousands would be given with the maximum limit of 50 thousands. All these farmers would not be able to avail the loans and if they would avail loan of 10 or 20 thousands, what they would do with such a meager amount in the time of high inflation rate”, the officials said.
The officials further argued that there would be few KCC holders, who have few Lakhs in their accounts. “A person with 5 Lakhs in his account would remotely apply for getting a loan of 50 thousands rupees”, the official said, adding that there was no rationality behind making KCC of all farmers.
The exercise seems to be done with a motive to announce the details by the government on the occasion of Independence Day to pat their back with some so-called achievements; otherwise there is no rationale behind 100 percent KCC coverage. “The government should have made appeal to all the farmers for filing KCC applications at their will after which these applicants should have given the KCC rather than to all. It appeared to be wastage of money as well as time”, the officials alleged.
