Official holding 2 posts at BGSBU shortlisted as Controller Examination, other qualified aspirants dumped

Jammu, July 30: Amid abundance of highly qualified aspirants for any post in the Universities across India, the Baba Ghulam Shah Bhadshah University (BGSBU) Rajouri has shortlisted a single candidate for one advertised post of Controller Examination.
Surprisingly this only shortlisted candidate is none other than the incumbent Controller Examination as well as Registrar of BGSBU, who has been working for the last over eight years as Joint Controller of BGSBU but has been holding the post of Controller in in-charge capacity.
On 27th of July, 2020, the BGSBU University issued a notice vide number BGSBU/Estb/20/314 dated 27/07/2020. The notice carried the names of eligible and ineligible candidates and stated that the candidate will be determined by screening committee for the post of Controller Examinations in response to advertisement no. BGSBU/Estb/19/356 dated 30/05/2019.
Two names of the shortlisted candidates were given out of which only one candidate Mohammad Ishaq S/o Mir Mohammad R/o and VPO Shahdra Shrief, Tehsil Thanamandi, District Rajouri was mentioned as eligible, while the second shortlisted candidate Shabir Hussain Shah was shown as ineligible due to his age being above 60 years, the notice read that objections from the candidates, must reach Deputy Registrar through a written communication, with documentary evidence, within 10 days by post/courier/email at [email protected].
However sources said that Mohammad Ishaq is Joint Controller Examination at BGSBU for the last over eight years and for that long years, he had been In-charge Controller. At present also he is the Controller BGSBU and also has been holding the charge of Registrar BGSBU and the University website also has his name against the posts of Registrar as well as Controller as Mohammad Ishaq. “Moreover as per UGC guidelines as well as recruitment standards followed by all universities including Jammu, Kashmir University, Central Universities as well as recruitment agencies including Public Service Commissions, there must be at-least three or five eligible shortlisted candidates for any post”, sources said, adding that but in case of BGSBU recruitment, this criteria has been found openly flouted.
Sources further informed that the scarcity of applications for the post could be attributed to the manipulated language in the advertisement notification issued by the University, when the post was last time advertised in May 2019. “The post of Controller has been under advertisement for the last many years and many candidates had filled forms but when the last time the post of Controller was advertised in May, 2019, it was clandestinely written in the advertisement notice that “those who had applied as per earlier advertisement notice, needs to apply fresh” rather than “those who had applied for the post as per earlier advertisement notice needs not to apply fresh”, sources said.
Such manipulation in the advertisement language as well as limited circulation of the advertisement notification might be the reason that only one candidate has been shortlisted for the post.
“Though as per national standards as well as guidelines of Supreme Court, a University cannot conduct the interviews when shortlisted candidates are less than three or five, but it is beyond comprehension as why Varsity administration is in much hurry to fill the post at a time, when the Vice Chancellor of University has completed over 4 years and 10 months of his tenure and is scheduled to retire in October 2020.
Moreover the process to form search committee for selection of new VC has already initiated by the Chancellor”, sources said, adding that the as the only shortlisted candidate was also at present Registrar of BGSBU, so after taking charge of Registrar few days back, he initiated the process of recruitment for the post of only Controller, for which he was the only candidate and also the Registrar of University, who has issued the notice, seeking objections from non-eligible candidates. The Chancellor office should immediately take cognizance of the matter and take appropriate steps.
BGSBU Controller Examination as well as Registrar Mohammad Ishaq was not available for comments as the voice of the reporter was not audible to him despite repeated calls. Whereas as a text message as well as whatsapp message regarding queries on his official phone number, elicited no response till this report was filed.
