Jammu, Aug 17: Jammu and Kashmir Lieutenant Governor Manoj Sinha, who also happens to be the Chancellor of Baba Ghulam Shah Bhadshah University (BGSBU), has reportedly denied the permission sought by the varsity administration to order promotions and conduct new recruitments, by the outgoing Vice-Chancellor of the varsity.
The Chancellor has also taken a serious note of the administrative inertia in the varsity, which has failed to even promote a single employee in the last over five years and has now sought permission to make promotions as well as recruitments.
Sources in the administration informed Early Times that the new Lieutenant Governor had taken a meeting of all the administrative heads of the University through video conferencing.
“In the meeting, the representatives of the BGSBU had taken up the matter of promotion as well as recruitment of new faculty members. The University representatives had sought written permission from the LG’s office to make the recruitments as well as promotions of the employees as suggested by the members of Executive Council of the University”, sources said, adding that the matter was discussed in the meeting, after which the Chancellor’s office rejected the permission to make recruitments or promotions.
The Chancellor had rejected the permission due to fact that the Vice-Chancellor has completed over 4 years and 10 months of his tenure and the Search Committee for new Vice-Chancellor has already been finalized. During the last days of VC of any University desists from taking any administrative decisions such as making recruitments or ordering promotions. Sources further said that the Chancellor has also taken serious note of callous attitude of Varsity administration, which had failed to give promotion benefits to its employees and officials.
“In the last five years, not a single employee or official has got promotion in BGSBU despite being eligible for promotions. The denial of promotion would badly impact the financial health of the University. Whenever the employees and officials would get promotion in near future, they would be entitled for arrears of all those years since they were eligible for promotions”, sources said, adding that the arrears of hundreds of employees and that too for couple of years would run in several Crores and it would be very difficult for the University to bear that burden.
Sources further said that in the Annual Budget of the University, there was a separate head of the funds, required to pay for the promotional benefits and arrears of the employees. “If the promotions would have been given on time, the arrears would not run higher but due to denial of promotions for many years, it would be another problem for the University administration to pay arrears to the employees and officials”, sources said, adding that in the last five years, the University had initiated the process and had called applications from the eligible employees for promotions but it proved out to be a cosmetic exercise.
