jammu, Dec 31: The decades old ad-hoc promotion syndrome prevalent in most of government departments of Union Territory is likely to end soon as the Lieutenant Governor led administration has initiated a process with the constitution of committee, which would propose a roadmap for the same.
According to sources most of the government departments have been infected with the syndrome of promoting employees and officials by giving them adhoc-promotion rather than giving them regular promotions. Due to adhoc promotions, the employees or officials don't get the benefits of the promotions and get only meagre benefit of the promotions.
"On many occasions, it is the failure of the concerned department to hold a regular Departmental Promotion Committee (DPCs). Given the failure of departments to conduct DPCs, the employees have been bereft of the promotional benefits and to run the show, the Head of the departments usually affect adhoc promotions", sources said, adding that the delay in conducting DPCs is the fault at the level of administration and not the employees or officials but the employees have to bear the losses.
In the past the employees on many occasions went on agitation, demanding that regular DPCs should be conducted but the elected governments failed to meet their demand.
Now the LG led administration has initiated the process with the constitution of six members committee comprising of Administrative Secretary of Finance, Public Works, GAD, Jal Shakti, ARI and Trainings and Law, Justice and Parliamentary Affairs Department for proposing a roadmap for putting an end to the practice of making adhoc promotions in government departments.
As per order, the committee, which is directed to submit its report in four weeks, will look into various aspects, such as reasons behind the prevalent and continuing system of making adhoc promotions. It will also examine the issues/bottlenecks confronted by the departments in making regular promotions and will propose a roadmap for stopping the practice of making adhoc promotions.
