Govt relaxes order to transfer employees
Will favorites of previous regimes be reshuffled?

Jammu, Jan 9: The Lieutenant Governor led administration has relaxed its order to transfer the employees in various government departments including those who have been staying beyond proscribed period.
A cardinal question is whether those employees overstaying in city limits, would be touched or not.
Pertinently, the UT administration on 6th January issued an order, relaxing its previous order of 15th of October to make the transfers, postings of employees. The order clearly mentioned that administration could affect transfers in case of urgency involved or the stay of employee is beyond proscribed period. It has emphasized upon the competent authorities that the employees having the maximum tenure are considered for transfer in the first instance and others thereafter.
If go by the intention of the present dispensation then it is amply clear that hundreds of employees and officials in the government departments, who have been staying in city areas, beneficiaries of the appeasement policies of the successive elected governments and are the beneficiaries of the transfer-industry would be first-time in the history would be transferred to rural and peripheral areas.
“In each government departments there are some employees as well as officials, who have been managing their stay in city areas with full backing of the administrative machinery. These employees and officials had close links with their political masters and have been benefiting their masters, whenever the need arises”, an official said, adding that their political bosses in turn helped them to stay in city areas to make fortunes.
“One can easily identify these employees as well as officials, who have completed maximum tenure of their services in the city areas, in total violation of the transfer policy. Whereas on the other hand there are many employees and officials, who have been shuttling from one rural area to another with a brief stay in city areas due to weak political backing”, another official said, adding that in each department there was a list of these blue-eyed officials and employees.
The transfer policy framed by the successive governments were meant to be violated by the governments themselves and none of the government department was untouched by the transfer industry.
“Each government department has a list of these officials and employees and government should instruct the Competent Authorities to make public the stay of all these employees and officials, so that general public as well as LG administration would be aware about the record of the employees”, the official said, adding that otherwise those employees and officials, who have served in the city limits should be given premature retirement as per new policy of LG administration.
