Higher Education Deptt modifies transfer orders within days
2/4/2021 12:10:06 AM

Early Times Report

Jammu, Feb 3: The Department of Higher Education has started modification of transfer orders to allegedly adjust a few blue-eyed teaching faculty members within the Jammu city limits in total violation of the transfer policy and that too within a span of one week after the orders were issued.
“The entire process of modification of the transfer orders for these blue-eyed assistant/associate professors has been done by the department in a most secretive manner. The modification orders have not been uploaded on the official website, as directed by the General Administration Department (GAD) in compliance of the RTI rules. Nor the orders have been circulated on social media platforms,” sources added.
Sources claimed that as per new modus operandi the modification order is being handed over to the blue-eyed assistant/associate professors and only the principal from the previous college (from where employee has been relieved) and the principal of new college (where he/she joined) is aware about the development.
Within an interval of one week since the Higher Education Department had issued en-masse transfer orders, modifications have started. “One beneficiary of the modification order is an influential assistant/associate professor, who had been stationed at the Jammu city colleges for the last over one decade.
As per latest order, he was transferred to Government Degree College Udhampur only three-four days back but in total violation of the transfer policy, he has got his transfer order modified and has rejoined at GDC Bishnah”, sources said, adding that during his entire career, he has not served in peripheries and once again got himself adjusted just near the city limits due to his strong links.”
Sources further said that another beneficiary is a female Assistant/Associate Professor, despite being serving in city colleges for years together, she was transferred to GDC Paloura in latest transfer orders but being a resident of Sainik Colony, she got herself adjusted in GDC Kunjwani and the department modified her transfer order,” sources said, adding that how easy it was for these teaching faculty members to manage modification of transfer orders, even during LG’s rule.
Sources further said that some blue-eyed teaching faculty members, who had been transferred to peripheral colleges in less than two years, have also managed their transfers to city colleges in total violation of the transfer policy. “There are many other blue-eyed teaching faculty members, who have been running from one office to another to get their transfer order modified and the department has been obliging some of them due to reasons best known to the authorities concerned,” they claimed.
Secretary Higher Education Talat Parvez Rohella was not available for comments as his phone was not reachable while Under secretary Shabir Ahmed Baba didnt pick up his phone for comments.
