New recruitment rules for Assistant Professors on cards
PhD set to be minimum eligibility, NET/SLET not required

jammu, Mar 10: The Higher Education Department is in the process of framing new recruitment rules for the selection of Assistant Professor for Government Degree Colleges and Ph.D is likely to be the minimum qualification to apply for the posts and not the National Eligibility Test or State Level Eligibility Test (NET/SLET).
The HED had recently forwarded 344 posts of Assistant Professors (APs) and Physical Training Instructors (PTIs) to Jammu and Kashmir Public Service Commission (JKPSC) but had not forwarded the recruitment rules.
The department is in the process of framing Gazetted Recruitment Rules which are based on UGC guidelines issued on 18/7/2018 and are at final stage.
Sources informed that as per the new rules, which would replace the existing gazetted recruitment rules, Doctor of Philosophy (Ph.D) and not the National Eligibility Test (NET) or State Level Eligibility Test (SLET) would be the minimum eligibility to apply for the post of Assistant Professor.
Sources further disclosed that the eligibility conditions for applying to the posts of APs in GDCs of Jammu and Kashmir would be in total harmony with the University Grants Commission (UGC) guidelines regarding eligibility for posts of Assistant Professors in Colleges.
"Though as per recruitment rules, the Higher Education Department has also contemplated to give weightage to marks for Class-10th, 12th, Graduation, Post-Graduation and other higher qualifications", sources said, adding that a bone of contention between the aspirants as well as Higher Education Department was weightage to the marks of Master of Philosophy (M.Phil).
Sources informed that as per new criteria the weightage to Doctor of Philosophy are 30 marks, while for M.Phil there are 8 marks. "A candidate having M.Phil and Ph.D both degrees would get 38 marks but a directly enrolled Ph.D student will get only 30 marks, which the Ph.D aspirants have objected to," sources said, adding that the contention of the directly enrolled Ph.D candidates was that they should also be given 38 marks, otherwise they would be automatically dropped from the merit list.
"The Higher Education Department is also discussing the modalities to finalize marks for NET/SLET and JRF. The department is discussing these aspects from all the sides so that the recruitment rules would be framed in agreement with the rules prevailing across the country, so that there would be no litigations", sources said, adding that shortly the recruitment rules would be forwarded and recruitment process would start.
