Brokers, middlemen defeating PMAY

After J&K’s transition into a Union Territory on August 5, 2019, the Centre has pumped in a lot of funds into the newly carved out UT and the officials have been directed to ensure that the benefits trickle down to the grass root level.
At some places funds do reach the people whom they are meant for but in many areas the deserving don’t get what’s meant for them.
During the past few years many poor families have been provided Rs 2 lakhs under Prime Minister Awas Yojana (PMAY) by the Central Government to build one room kitchen sets so that a poor man could get a roof over his head. This entire process of providing the funds to the deserving people to build their dwellings is managed by Panchayat Representatives.
They are authorized to recommend the cases of the people falling under Below Poverty Line (BPL) for the aid under PMAY. Recently, a shocking case about the PMAY funds being allegedly swindled came to fore in Goodar Khalsa village tehsil Pouni falling under Panchayat Bambla in Reasi district.
According to the media reports Rs 2 lakhs were released for construction of a house, despite the payment being released the house was not constructed and the money was allegedly misappropriated.
For releasing the funds under PMAY the guidelines are crystal clear that the money has to be released in installments. First installment is to be released for the construction of the plinth, the second for raising the four walls and the last one when the slab is laid. The matter needs to be probed. It needs to be looked into how money was released without single brick or stone being purchased.
The case could prove to be a tip of the ice-berg. This one case has come to fore. How many more such cases would have gone unreported? It’s unfortunate that the schemes that have been devised for the poor people are being misappropriated. It appears that the elements with vested interests have infiltrated into the system and they are out to grab the rights of the poor. The helmsmen should take a note of it and make the entire system transparent. People who are hell bent upon disrupting the system need to be identified and weeded out. The Centrally sponsored schemes are meant for poor and deserving people. Brokers and middlemen need to be wiped out from the system.
