Jammu, June 19: Reacting to the announcement of LG Mulaqaat with DDC members every month, DDC member Taranjit Singh Tony on Saturday termed incumbent dispensation as “Jumlebazon ki Government.”
Speaking to Early Times the DDC member from Suchetagarh constituency said that the DDC members have not received single penny as salary for the past 6 months.
“We had objected to the salary fixed by the government but not much attention has been paid to our demand. Over various issues we protested and decided for mass resignation after which LG administration had invited for discussions. During the discussions all demands of DDC members were accepted. It was announced by the government that on the pattern of Himachal Pradesh Panchayati Raj system, Rs. 1 crore would be given as CDF to DDC members. Even the Prime Minister had announced that the JK Panchayati Raj system would be the best of all the panchayati raj systems across the country. Former LG GC Murmu had declared that DDC members would be given one personal vehicle, one PSO, one personal assistant, office while other facilities but so far nothing has been given. All the announcements are mere announcements and nothing is at ground”, Taranjit Singh Tony said,
He further said that since their elections as DDC members the government appeared to be the “Jumlebazon ki government”. “If some of the announcements will translate into action and positive development we will definitely appreciate it. We will only believe and trust them, once the announcements will translate into actions”, Tony asserted.
Pointing to the previous announcements, which didn’t translate into action, Tony said that when the Prime Minister said that there would be CDF of DDC
‘We have no money for development, nor have we got any salary’
members but in actuality there is no CDF so far.
“If I go to my constituency and someone demands a water tap, I have no funds to address this small demand. Out of the Rs. 71 lakhs approved by the government for the DDC members Rs. 21 lakhs was deducted by the Jalshakti Department. When we enquired about the deduction, the authorities claimed that it was under a component plan and it must be transferred to Jal Shakti”, Tony said.
Elaborating further, Tony said that even the remaining Rs. 50 lakhs, a DDC member has to give in writing to the authorities about the utilization. “I frequently visit my constituency and when someone makes a demand, I have no funds to fulfill that demand as we have no money”, Tony rued.
Suggesting a method of finalizing salary as well as CDF to DDC members, Tony said that the Suchetgarh DDC panchayats block comprises 21 panchayats while the MLA constituency of Suchetgarh comprises 33 panchayats.
“Suchetgarh DDC member has won from 2/3rd of panchayats and on that analogy and as per out Jatt’s simple mathematics, the DDC member’s CDF should be 2/3rd of MLA CDF along with salary equivalent to 2/3rd of the MLA’s salary”, Tony said.
Referring to the announcement of LG Mulaqaat every month, Tony said that the announcements must translate into action. “Practically speaking, we DDC members have been facing a lot of hardships as we have no salary, no CDF, no vehicle, no assistant, no office etc”
. “Resentment is brewing among the DDC members of Kashmir also. Leaving their houses, the DDC members in Kashmir are confined in two rooms’ accommodation, not allowed to venture out without permission and allowed to move out once or twice in a week, how will they serve the public?”, Tony questioned.
