Rope in private sector | | | Unemployment in Jammu and Kashmir needs to be addressed. The government needs to formulate a comprehensive policy to create job opportunities for the army of unemployed youth, whose number is increasing with each passing day. Last month Union Minister for Labour and Employment, Bhupinder Yadav informed the Parliament that the Government of India has taken a number of initiatives for promoting employment generation in the country. Aatmanirbhar Bharat Rozgar Yojana (ABRY) has been launched from October 1, 2020 to incentivize employers for creation of new employment along with social security benefits and restoration of employment. The Union Minister stated that there has been a slight decline in unemployment rate but nothing much has changed on the ground. After the Centre revoked Article 370 on August 5, 2019, many announcements were made about addressing the unemployment issue. The then J&K Governor Satya Pal Malik had announced that 50,000 posts will be filled up but in the past two years only 18000 posts have been announced. According to media reports there is no exact data of how many people in J&K are unemployed at present. This issue needs to be addressed at the war footing basis. Last month Jammu and Kashmir government announced that it is going to advertise over 16000 gazetted and non-gazetted posts for recruitment to provide employment to the educated youth of the Union Territory. The Minister of State for Labour and Employment, Rameswar Teli informed the Parliament an Accelerated Recruitments Committee (ARC) has been constituted with an aim to identify vacancies for being filled up on immediate basis and finalizing the procedure to be followed at all levels. The Committee in the phase-I has identified ten thousand Class-IV vacancies across various departments out of which 8575 have already been put to advertisement by the Board under the provisions of Jammu and Kashmir Appointment to Class-IV (Special Recruitment) Rules, 2020. The Central Government is also aware of the fact that unemployment is on rise in J&K and it needs to be addressed. Besides announcing job opportunities it needs to ensure that private players like Tata, Birla and other big names come forward and invest in Jammu and Kashmir. The arrival of the private sector in J&K will create thousands of job opportunities. The government needs to focus on it. Addressing unemployment should be a priority. |
