JKEEGA threatens to go on agitation

JAMMU, Aug 12: The Jammu and Kashmir Electrical Engineering Graduates Association [JKEEGA] have castigated the cold shoulder approach of Union Territory administration towards the issues of engineering fraternity. The threatened to go for strike if their demands would not be addressed soon.
A meeting was held under the chairmanship of Sachin Tickoo , General Secretary along with Ashok Kumar Dubey, Vice-President, Rajeshwar Jamwal, Provincial Publicity Secretary, Yash Paul, Organizing Secretary, Parshottam Sharma and Vipul Sharma Treasurers.
The participants deliberated the recent developments of the meeting of the establishment committee; regarding regularization of Engineers of Power Development Department wherein the proposals before the establishment committee on 29th July 2021 didn't receive the nod of the committee headed by Chief Secretary with objection being raised on the exemption of vigilance clearance even though in lieu of the Vigilance clearance an integrity certificate from the Head of department and counter signed by the Administrative Secretary PDD was provided for each of the incumbents who are all retirees having retired as early as 2007.
The certificate very clearly pointed out if there was any FIR/PE or anything against the incumbents and cases of such engineers were withheld by the empowered committee before submitting to the GAD. The purpose of constituting the empowered committee has been defeated as the process which was to be completed within 02 months by 30.11.2019 as per the SAC Decision dated 22.10.2019 has been turned back even after nearly 2 years that too when it had only retired engineers.
Secondly the issue of enhancement of Fixed Travel allowance from existing Rs 30 per month in favour of Junior Engineers has been raised time and again, the department despite being aware of the duties and nature of job of Junior Engineers has failed to impress upon the Finance department about the difference between Transport allowance and the Fixed Travel allowance. The Transport allowance is being given to each employee post reorganization in the Union Territory and does not set aside the purpose of Fixed Travel allowance specifically meant for field officers like Junior Engineers and when same is being continued for Patwaris/ Naib Tehsildars as well even after Reorganization.
Moreover the question of admissibility doesn't arise given the fact that budgetary provision of Rs 30 per month is already in budget post reorganization also and budgetary allotments issuing authority is Finance department itself. So it is a matter of enhancement and not a question of admissibility.
Thirdly Finance department issued circular No: A/HCM(2012)-PMO-49 Dated: (JI -01,-2019 regulating the pay of junior engineers and relevant extract is reproduced as under "Consequent to the creation of new Grade Pays of 4200, 4210, 4220, 4240, 4260 and 4280 by improvisation of existing unified Grade Pay of 4200 vide SRO 42 of 2011 dated 02-02-2011, the demand for release of Grade Pay of 4260 in favor of Junior Engineers is under consideration in Finance Department". It has been two and half years that still the issue remains in same state and under garb of consideration we are being left in lurch. The same Junior Engineer runs from pillar to post to ensure that smooth power supply is maintained. The accountability and resolution of issues pertaining to engineers should go hand in hand.
JKEEGA strongly reiterated that if the UT administration remains in hibernation mode / maintains indifferent attitude on all the burning issues of the Power Engineering fraternity, it shall be forced to go on agitational path taking all the stakeholders on board. It is therefore appealed to worthy chief Secretary, Principal Secretary Finance and Principal Secretary PDD to take steps to reassure the fraternity who are feeling demoralized and let down and resolve the burning issues at an earliest.
