My views on India and Russia’s first 2+2 ministerial dialogue in Delhi

The 2+2 dialogue is usually held between the foreign and defence ministers of two countries and is generally seen to be aimed at creating a mechanism under which the bilateral relationship takes this strategic turn with greater integration of defence, security and intelligence apparatus.
India and Russia have shared and maintained a warm and cordial relationships till now. After the dissolution of Soviet Union, Russia inherited its close relation with India which resulted in both nations shearing a special relationship.
India and Russia both have been deciding from months to have a dialogue and one to one conversation among themselves. Both the nations came to the conclusion to keep the dialogue to focus more on deepening ties.
The Russian leader *Vladimir Putin* arrived later afternoon on monday and was welcomed by our esteemed Prime Minister Sh. Narendra Modi. The leader was accompanied by the foreign and defence minister of Russia. Both the ministers namely Sergey Lavrov and Sergey Shoigu had a one-o-one conversation with the Indian ministers on Monday.
The meeting mainly focused on expanding military cooperation joint departments, joint development and productions of military platforms in India. Defence minister Rajnath Singh on monday highlighted the ongoing stand off at the Line of Actual control (LAC in EASTERN LADAKH) stating ,”Completely unprovoked aggression’’ on the northern borders since early Summer of 2020. I think it was a great topic that mister Singh bought forward as LAC is one of the essential part of our country and needs to be taken care of. They even had a dialogue on china without mentioning it. The Indian ministers shared the ongoing position of the nation in all the aspects. The defence minister added that all the emerging challenges that India is confronted with requires a closer military technical cooperation with Russia.
India and Russia signed four different pacts in the field of defence at the end of the 20th meeting of India Russia inter-governmental commission on Military & Military technical Cooperation (IRIGC-M& MTC). This also included a contract for procurement of over 6 lakh AK-203 assault rifles.
The agenda of this meeting and one to one talk was particularly political ond defence matters. The agenda included some of the regional and global issues such as development in Pakistan, Afghanistan and Iran. Later in the evening both the country leaders discussed ways to further depen the Strategic partnership and a wide range of issues including the global pandemic of Covid-19 and how together they can eliminate it. The important discussion on Afghanistan was also included in their talks as well.
Basically, a 2+2 ministerial dialogue enables both sides to understand each other’s strategic sensitivities more deeply, while taking into account the political nuances of the relationship and also enabling the building of a more strategic grouping rapidly changing global environment, diplomatic and strategic source.
