KU advertisement for VC's post violates University Act
'Or equivalent position' provision deliberately omitted in eligibility criteria

Jammu, Jan 2: The advertisement notice issued by the University of Kashmir for the post of Vice-Chancellor has drawn sharp criticism over violation of eligibility norms governing the appointment to the coveted position.
According to the advertisement notice issued by Registrar Dr Nisar Ahmad Mir, the three-point eligibility criteria for the VC's post includes that the applicant should be a "distinguished academician with a minimum of 10 years experience as professor in a University or 10 years experience in a reputed research and/or administrative organisation with a proof of having demonstrated academic leadership."
This point, according to university teachers, most of whom are applicants for the position, has clandestinely omitted the words "or an equivalent position" after mentioning "10 years of experience as Professor in the University."
A senior teacher said this is brazenly contrary to the provisions of the University Act and Statutes which lay down the criteria for eligibility for the post of the Vice-Chancellor. "This is a fraud that seems to have been intentionally played to favour administrative officers who don't fall in the 'professor or an equivalent position' category. These important words have been deliberately omitted to present a picture where it will feel as if general 10 years experience and not Professor-equivalent experience is required for the post," the teachers say, demanding a high-level inquiry by the University Chancellor, Lt Governor Manoj Sinha, into what they call this "serious mischief".
"By this bizzare logic, even Assistant Registrars with 10 years experience can apply for the post of VC. This needs a serious probe as to who has done this mischief and why."
The said advertisement is also contrary to the advertisement notice issued by the University of Jammu to appoint its new VC. The two Universities are governed by the same Act and Statutes.
"The JU has rightly mentioned words 'or a equivalent position' in its advertisement," the teachers said. "The KU administration has deliberately played some foul with the intention to enable officers who are otherwise not eligible as per the equivalent position criteria to become eligible in a clandestine manner."
Already the KU has come under scanner for delaying issuance of advertisement to the post of VC when the JU did the same 20 days before it.
Many insiders have alleged that this was done to facilitate entry of some people who were not eligible to apply before January 3, 2022 when the university has started allowing submission of online applications.
The posts of JU and KU VCs were put to advertisement after the Chancellor constituted two search committees to find the new VC as per the provisions of Kashmir and Jammu Universities Act 1969.
The University teachers demand that the whole exercise of appointing the VC should be exclusively handled by the Chancellor's office without any involvement of any officer from the University in view of these irregularities which have surfaced at the beginning of the process.
"Allowing any hanky-panky will bring the Chancellor's office in bad light," the sources said.
