Bhalla led Congress leaders meet protesting NHM-ECRP employees

Jammu, Jan 8: JKPCC Working President on Saturday expressed serious resentment over callous attitude of both Union Govt and LG Administration for forcing scores of NHM paramedics who were engaged under the Emergency COVID Response Package (ECRP) to protest amidst third Covid-19 wave by not regularizing their services. This was stated by Bhalla after meeting these Covid-19 warriors NHM-ECRP Employees at their protest venue alongwith JKPCC Chief Spokesman Ravinder Sharma , Youth Congress President J&K, Uday Bhanu Chib, Latish Sharma, Sahil Langeh beside others.
Speaking on the occasion, Bhalla criticized use and throw policy of govt saying that these paramedics deserve regularization of their services as govt had engaged them in 2019 to work as frontline workers in the health sector and now govt is playing with their careers which is highly uncalled for especially when Covid-19 wave is approaching us with all guns blazing. He said at a time when new COVID variants were creating havoc across the country and the threat was looming large in J&K, their services should be regularized henceforth.
They were promised that their services will be regularized if they serve during the Covid period but in the month of September, they were handed over termination letters. Later, LG Manoj Sinha personally visited them at the protest site and assured 3 months of extension in services and priority in recruitment of regular posts `` he added.Bhalla said that even LG Manoj Sinha also cheated them. “The LG had assured them extension in services and priority in regular posts but all the assurances were verbal and no written order was passed in this connection,” he said, adding they are 1600 in number but the J&K administration has advertised only 92 posts.He said that all 1600 employees should be adjusted and their services continued under the present NHM policy.
“This is not only unfortunate for them but also the fight against Covid in J&K. When people were afraid of stepping out of their homes, they put our lives at risk to work but now they are being treated indifferently. If they were to be thrown like this, why were they reengaged three months back? Unfortunately, the government is taking help from the Education department but professionals like them are left out. This is the time when the government is passing orders to follow Covid protocols and imposing night curfews but at the same time, they are disengaged as if there is no Covid. He demanded the government to look into this issue and regularize them for the good of the entire J&K,” added Bhalla.
JKPCC Working President further said that protesting paramedics have worked in different hospitals and step-motherly treatment with them will affect their career as they gave up many other opportunities when they were engaged in such services. Their families are dependent on them and so is the patient's care. At such a juncture, if govt continues engaging-disengaging them with no thought whatsoever, no one will trust govt and offer their services during emergency time,” said Bhalla.
Former Minister maintained that they were the ones who faced the brunt of Covid during these years but now leaving them to fend for themselves is highly unfortunate and also it is tantamount to disregarding their highly professional services during the emergency time.He said that Lt Governor Manoj Sinha should look into the issue so that they do not have to hit roads. He said that many schemes have been carried out under the ambit of NHM since 2005 and these are extended from time to time. He said if the other schemes are extended why did the Jammu & Kashmir administration terminate their services in the first place? He said that injustice has been done to them and demanded the intervention of LG Manoj Sinha for permanent restoration of their services.He said that the health care professionals appointed under the ECRP in 2019-2020 in the other states of the country are continuing with their services. He alleged that a pick and choose method has been adopted to throw them out of the system even though they were referred to as Covid warriors by the people at helm while engaging them.
Bhalla speaking on the occasion reminded the Govt of the highest unemployment rate of 21.6 percent recorded in Jammu and Kashmir, which is highest in the country which is very serious issue . He said this shows the plight of the common man in India due to wrong economic policies and unprecedented price hike in the country. Under Congress led UPA Government, 27 crores of citizens were brought out of poverty whereas 23 cr people have reportedly slipped into poverty line under BJP regime, reflecting the poorest performance of Modi Government.Expressing grave concern over the highest unemployment in Jammu and Kashmir in the country, he said that it is the gift of BJP to educated youth of Jammu and Kashmir for seven years. The unemployed youth of J&K are a neglected and frustrated lot due to wrong policies of the BJP Government.He regretted that BJP and Government makes false claims and boost of great achievement in various fronts but their own official surveys prove them wrong and false.He charged the Government of misleading the people and making false claims whereas the data has proved that Modi Government has totally failed on economic front.
Bhalla said the mounting unemployment rate of Jammu and Kashmir should be a matter of serious concern for the government of India and it should come up with a comprehensive job–creation policy to address this burgeoning issue. He said that 2.5 lakh educated unemployed youth including PhD scholars, M. Phil students and postgraduates were registered with the department of employment during a drive last year to count the number of jobless persons in J&K. This number, he said, excludes the graduates, undergraduates and those who did not opt for registration at the employment department. He said that Congress is trying best to chalk out a blueprint for addressing this humane problem. Congress believes that the youth of J&K are full of potential and what they need is to channelize their positive vibes and energies with dignified avenues for their sustainable livelihood,” he observed.He regretted that one of the significant causes behind the rising drug addiction in J&K is unemployment.
JKPCC Chief Spokesman Ravinder Sharma speaking on the occasion urged Centre and J&K governments to launch special recruitment drive in Jammu and Kashmir to fill up existing large number of vacancies in various government departments.He demanded a special employment package for the unemployment youth to protect them from the cobweb of drug menace due to mental depression.He said due alarming level of unemployment, youth of Jammu and Kashmir see their future bleak and fall easy prey to drug mafia and other social crimes.He urged the Centre and Union Territory government in Jammu and Kashmir to rise to the occasion to save the creamy layer of educated youth from getting ruined on the hands of drug mafia.
