Health officials behave rudely, allege PRIs

SRINAGAR, Jan 9: At a time when the governor administration stresses upon the accountability and transparency in government departments, there are some employees cum officials in the Planning section of H&ME department Civil Secretariat that are rudely behaving with the general public, especially with the PRIs.
There are few employees in the planning section of H&ME department that have not been transferred from past several years, adding the stay of tenure is two years and maximum is 3 years, but one fails to understand why such arrogant officials have not been removed or transferred after spending 15 years at the same place, said sources.
Reliable sources said that, few employees (name withheld) have become habitual of misbehaving with the general public and with the result they create a lobbyism there to rule the roost.
Well placed sources said, “in the year 2017-18 few work orders were alloted to some blue eyed persons through the planning section of Health and Medical Education Department, Civil Secretariat Jammu”.
If sources are to be believed these types of employees are anti government and they have created a property worth crores that may be verified through any competent agency.
Sources alleged that there is a senior official in the planning section of Health and Medical Education department that has allotted works without tenders prior 2018 to his near and dear ones.
One of the representative wishing anonymity said that, “we are elected representatives of PRIs and we have been empowered to prepare the plans for the development of their halqas, likewise we remains busy in preparation and implementation of special developmental plans for alleviating poverty and employment generation through and besides programmes like IRDP, NREP, housing of scheduled castes and backward classes”.
They said that, irony of the matter is that some officials (name withheld) are also taking bribes from we people for some public works, and what could be the fate of the general public that has no access to any higher authority.
“We are supposed to supervise plans relating to agriculture, rural development, education, public health and other works, but despite these works we are misguided by few officials at the civil secretariat, and over-staying of officials gives a tough time to the general public” , said sources.
The general public and representatives of various Panchayat Raj Institutions (PRIs) have requested the Lieutenant Governor Manoj Sinha to transfer those employees at the civil secretariat that have been there for the past several years so that the general public will not feel harassed in one or the other way.
