‘Incharge Syndrome’ grips Finance Department

JAMMU, Feb 20: J&K’s Finance Department, it seems, is under the grip of ‘Incharge Syndrome’ as the staff of this key department has been assigned more than one duty since a wide range of issues including vigilance clearance and promotions are pending for a longer period of time.
Few employees of the Finance Department told Early Times that when several officers in the Finance Department are looking after more than one responsibility then how it is possible for them to do justice with their work.
“What will be the productivity level of such an officer who has been assigned two to three charges and that too without giving him some sort of incentive,” they said.
Sources further said that whether the authorities have ensured that there is no stagnation in the department or whether the promotions are being done in a time bound manner.
Several employees of the Finance Department said that the government has taken several steps to make the employees accountable but it has failed to make decisions for the welfare of the employees as there is lack of timely promotions, adding that even after appearing in departmental examinations the employees are being denied promotions for several months.
“The promotions should be made within a fixed time frame after the departmental examinations were cleared by the employees. The vigilance clearance is not made available for several months even though the government has come up with a vigilance portal. Vigilance clearances in some cases have taken more than a year,” the employees said.
They further said that in absence of the vigilance clearance the employees are forced to perform duties of a higher position but without any monetary benefits assigned to the post.
The employees said that even the transfer policy of the department needs to be revamped as there are a number of employees who have never been transferred for years together.
