Allow Panchayats To Work

The Central Government has directed bureaucrats to engage the panchayat representatives to strengthen the democracy at grass root level.
In a first step towards the administration, it has been asked to set up a complaint box in Panchayats for redressal of people’s complaints. Connecting panchayats with the ground level is a welcome initiative as it would help in addressing the issues of a common man but before connecting the panchayats, the steps should be taken to empower the sarpanchs and panchs, who were elected by the people to act as their representatives. Despite the Centre providing liberal funding to panchayats, the panchs and sarpanchs have not been able to live upto the expectations of people. They have not been able to deliver what was expected from them. The panchayat representatives have quite often alleged that bureaucrats are not allowing them to work freely and obstruct their functioning in one or other way. The Centre’s intention to connect panchayat representatives is a good step but the ones who have to engage them should allow it to happen.
When the Centre announced its decision to scrap J&K’s special status and divided it into two Union Territories, Panchs and Sarpanchs were told that they would be torchbearers of the change. However, these claims remained confined to papers only. Panchs and Sarpanchs are struggling to get heard. No one is listening to them. The people who have voted for them are posing questions and are blaming them for the mess. The Centre should take a note and act against the officials who are not allowing these grass root representatives to work. Prime Minister, Narendra Modi during his recent visit to Jammu region assured the Panchayat representatives that all their issues will be addressed and the Centre is committed to empower the Panchayats.
The bureaucrats who are not allowing these representatives to work are being watched and they are under scanner. If they keep on poking their nose into smooth functioning of the Panchayati Raj institutions they will be held accountable. They need to bear in mind that the Centre is keen about J&K’s development and the ones who are putting impediments won’t be tolerated.
