NBF seeks formulation of a Cultural Policy | | | Early Times Report
JAMMU, July 13: Tarun Uppal, Chairperson Nirbhay Bharat Foundation (NBF) has demanded formulation of a Cultural Policy by the Jammu and Kashmir Union Territory Administration asserting that bringing the aforesaid policy is the only way to ensure proper utilization of funds for promoting art, culture and languages of this region and securing the future of all the artists of this UT without any discrimination. He said that this has become necessary especially in view of the fact that Centre is allocating enormous funds through various channels to various institutions including Jammu and Kashmir Academy of Art Culture and Languages for the purpose. In a statement issued to media here today, the NBF Chairperson sought immediate attention of the government towards this issue saying that if a film policy could be rolled out within a very short period of time, then why not cultural policy. He said that if J&K Administration is serious about the welfare of the local artists of J&K UT then it will have to declare a cultural policy at the earliest. Tarun Uppal alleged that JKAACL has become an institution for the benefit of a few blue eyed while maximum artists are left to the mercy of God. He said that despite commendable developments and changes on ground post Article 370 abrogation, it is unfortunate that the artists’ fraternity has not witnessed any substantial change or development for their welfare. Uppal lamented that for the last so many years, many posts are lying vacant in J&K Academy of Art, Culture and Languages but nobody from the UT Administration seems to be paying any attention to fill these posts. Claiming that more than 100 posts are lying vacant in academy, he said that many National Awardees, Scholars, Fellows, Researchers, etc continue to be unemployed and totally dependent on JKAACL and are waiting for advertisement for filling of vacant posts in academy. He said that it is an irony that there is no policy for recruitment to various posts in this institution. The NBF Chairman stated that J&K Union Territory Government should come up with Scholarship and Fellowship programmes like the ones rolled out by the Union Ministry so that the artists of this region feel encouraged to remain engaged in endeavours to promote art and culture of this UT. Pointing finger at the working of JKAACL, Uppal said that the function of looking after Culture affairs to be carried out by various sections has been assigned to the officer of another department thus overburdening him and the regular activities being adversely affected. Specifically referring to Abhinav Theatre and K.L. Sehgal Hall, the NBF Chairperson said that both have become almost defunct due to recurring technical faults that crave immediate attention, he demanded that these should be maintained properly and made functional as soon as possible. Asserting that the role of Cultural Academy is to promote art and cultural while the officers of this institution are not aware of, Uppal demanded that only persons with a healthy cultural background and testimonials should be appointed to the posts in JKAACL. Tarun Uppal said that in the background of the facts and figures discussed, the only panacea to all the ills is immediate roll out of a well tailored Cultural policy that would address the long pending issues related to artists and others linked to art and culture. |
