JKEEGA appeals Principal Secretary PDD to redress burning issues

JAMMU, July 26: The Jammu and Kashmir Electrical Engineering Graduates Association [JKEEGA] led by its newly elected president Sachin Tickoo , flanked by Executive Council members Ashok Kumar Dubey, Rajeshwar Jamwal, (Sr. Vice President's), Sunil Gupta, Jahangir Ahmed, Gulshan Bhagat, (Vice president's), Yash Paul, Vishal Singh Chib ( Provincial Secretaries), Ankush Sharma , Rohit Gupta, (Organizing Secretaries), Ankush Gupta, Vijay Sharma, (Secretaries Media & Grievances) ,Parshottam Lal Sharma and Vipul Sharma-(Treasurers) today held a Press conference here at Press Club Jammu. While expressing sincere gratitude to the Graduate engineers members of JKPDD for reposing faith in his team, Sachin Tickoo vowed to pursue all the goals enlisted in the vision document of the organization. He chose to mention that remarkable progress on various counts has been felt by the fraternity during the tenure of Sh. Niteshwar Kumar Principal Secretary PDD and many issues like regularization of retired engineers which had been languishing since 20 years have been addressed. They expressed hope that the scores of posts at all levels from Junior Engineer to Executive Director level which are lying vacant since last more than six months shall be expeditiously filled so that not only the promotional opportunities are provided to the incumbents but also the revenue realization also improves remarkably. At present there are nearly 300 posts of JE,150 of AEs, 100 of AEE, 25 of Xen, 17 S.Es,4 CEs and 3 Executive Director which are lying vacant since months thereby badly affecting the administrative efficiency as one Engineer is manning three charges on additional charge system. The promotion files complete in all respects at various levels are pending in General Administrative department since months now and all engineers are feeling demoralized as many of them are on verge of retirement and many have retired without promotional benefits. The regularization of the serving Engineers needs a fillip as current lot of all the Engineers including the Executive Director is Assistant Engineer on substantive basis and none of the Working engineers is above the grade of Assistant Engineer, therefore all the impediments and hurdles need to be cleared in order to regularize the services of the serving engineers and adhere to the State Administrative Council Decision Dated- 22.10.2019 which had stipulated that the process of regularization be completed before November 2019. JKEEGA also appeals to the Lieutenant Governor to pass instructions to the Finance Department to issue SRO for the Assured career Progression scheme of Engineers which had been approved by the then State Cabinet in 2017 and well documented in the State Budget in year 2017. It is unfortunate that the assured career progression was extended to the Police and JKAS services on the basis of the same cabinet decision, but the same was withheld till date in favour of the Engineers of the Union Territory of Jammu and Kashmir.
