PHDCCI delegation calls on Principal Secretary I&C, Secretary Revenue

Jammu, Mar 16: Rahul Sahai, Chair PHDCCI Jammu along with Anil Sharma, Convenor, MSME / Industry Committee PHDCCI Jammu and Amarpreet Singh Resident Officer & Head PHDCCI Jammu Office attended Investor Facilitation Meet jointly organized by Department of Industry & Commerce, Govt of J & K and JKTPO.
The meeting was chaired by Prashant Goyal, Principal Secretary Industry & Commerce Govt of J&K Goyal in his address said that their department is working on solving the issues related to the industrial policy. He said that today’s meet is to address the issues of the new investors and already existing units in J & K. In the meeting Rahul Sahai, Chair raised several issues. He said that, New industrial estates should be developed in a time bound manner and if it takes time then date of commencement / production of new Industry in scheme should be extended and suggested that if allotees are not interested it should be re allotted to the needy .
He also suggested that a committee should be formed for resolving the issues of the Private Industrial Estates and that Committee should meet at least quarterly.
He said that Units in Private industrial Estates which are near Existing Industrial Areas should be given Connectivity of roads if represented from the Existing SICOP / SIDCO Industrial estates to improve connectivity.
Representation of the unit holder should be accepted and if possible a general notification in this regard should be issued .
In context to Ease of Change Of Land Use (CLU) Mr Rahul Sahai raised the issue with Dr Piyush Singla Administrative Secretary Revenue and said that Land records are not updated because of the fact that these lands were not marketable earlier and because of this reason most of the Applications of Change of Land Use (CLU) from agriculture to industrial use are rejected.
He suggested that some ways and means should be found to process it as Industrial development is the key element for the development of our UT and rejection of these application is a great hindrance. If otherwise rejected, reasons for rejection should be communicated to the applicant. Some mutations are required to be done on priority. District Administration may call the concerned team of the area to do the on spot mutations or other rectifications in applications of CLU of industrial nature. This whole process also requires a lot of time from the revenue department and they may also be directed for the same.
Anil Sharma said that the issues related to mutations is a big hindrance in CLU. He suggested that a nodal officer from revenue department should be appointed for CLU who can assist on spot issues related to CLU.
Several other issues like power infrastructure, incentives, development of new industrial areas, and revival of sick units were discussed.
