ACB Case: Wrongful compensation disbursement in Reasi land acquisition | | | Early Times Report REASI, June 27: The Anti-Corruption Bureau (ACB) has registered a case against Sudesh Kumar, who served as the Tehsildar of Reasi, along with Mohd Qasim, the former Girdawar, Yash Pal, the former Patwari, and several beneficiaries. The case has been filed under section 5(1)(d) r/w 5(2) of the J&K Prevention of Corruption Act Svt. 2006 and 120-B RPC. The ACB conducted a thorough verification process in response to allegations of wrongful compensation release during land acquisition proceedings under the Land Acquisition Act 1990. The investigation revealed that the then revenue officers and officials involved in awarding land compensation for a specific land parcel in village Gran, Reasi, had unlawfully favored certain beneficiaries by disregarding relevant laws and instructions. The verification uncovered that the individuals who received compensation were not legitimate claimants of the land. In fact, the land under acquisition, which was recorded as shamilat-deh Hasab Rasad Khewat Maqbooza Malakan, had not been cultivated by the beneficiaries themselves in 1971. Despite this, a total amount of Rs. 78,48,750 was disbursed to them as compensation, violating the provisions of the Land Acquisition Act, Agrarian Reform Act, and circular instructions issued by the Revenue Department. Each beneficiary received Rs. 5,60,625. The former officers and officials involved in this case misused their official positions and conspired with the beneficiaries to unlawfully disburse the compensation, benefiting themselves and the beneficiaries financially. The ACB's investigation highlights the irregularities in the land acquisition process and exposes the fraudulent disbursement of compensation. Efforts are underway to hold all those responsible accountable for their actions. —JNF |
