Rahul Sahai chair PHDCCI Jammu addresses GST week celebration as panellist | | | Early Times Report
Jammu, July 2: Rahul Sahai, Chair of PHDCCI Jammu, participated as a distinguished panellist in the GST Week celebration organized by the State Tax Department in Jammu. The event commenced with a panel discussion on GST at the Convention Centre Jammu. Dr. Rashmi Singh, Commissioner State Taxes, graced the occasion as the Chief Guest. Mrs. Namrata Dogra, Additional Commissioner State Taxes (Administration & Enforcement), welcomed the panellists and participants, providing a detailed presentation on GST and its collections in the state. In her keynote address, Dr. Rashmi Singh applauded the growth of GST collections in the region, attributing it to the collaborative efforts of the department and taxpayers. She emphasized the importance of creating more awareness about GST and assured that her department is always ready to address taxpayer concerns with relevant authorities. Rahul Sahai congratulated the Commissioner on the successful completion of six years of GST. He shared that PHDCCI had conducted numerous awareness programs to educate people about GST as a progressive tax, even when our state was unprepared for its implementation in 2017. Sahai mentioned that PHDCCI would prepare flyers related to GST, covering its issues and solutions, and circulate them on social media to generate more awareness among dealers who rely on accounts for their operations. He suggested recognizing and felicitating dealers who pay their taxes on time and regularly file returns, as this would foster a sense of belongingness among them. Regarding GST, Rahul Sahai highlighted its transformative impact on the collection of indirect taxes from businesses in India. He emphasized how it has streamlined the movement of goods across state borders and simplified taxation for interstate trade. The shift to the online platform GSTN for return filing and registrations has facilitated convenient and efficient communication between taxpayers and the tax administration. Sahai acknowledged the government's commitment to resolving issues through the GST Council's 49 meetings in six years, which exemplifies a cooperative federalism approach. He further mentioned that the growth in GST revenues on a year-on-year basis reflects better compliance behavior among industries. Decriminalization of certain offenses under GST and reduced compounding fees will boost industry confidence and promote voluntary compliance. Sahai stressed the need for a balanced approach to GST legislation, considering India's unique economic landscape and the prevalence of cash transactions. He highlighted the absence of the GST Appellate Tribunal (GSTAT) since the implementation of GST in 2017. The backlog of cases due to the absence of GSTAT necessitates the establishment of a digitally equipped tribunal and the provision of e-appeal filing. Regarding issues, Sahai pointed out challenges in availing Input Tax Credit, reverse charge mechanism, inconsistent court rulings across states, and multiplicity of proceedings by multiple agencies, all contributing to compliance challenges faced by industries. The E-way Bill system under GST has also encountered technical glitches and delays, leading to goods detention and increased compliance costs. In his concluding remarks, Sahai emphasized PHDCCI's emphasis on voluntary tax compliance for nation-building. The organization will continue to educate its members on government policies and work closely to make the tax department approachable for every citizen. PHDCCI remains committed to supporting stakeholders and promoting awareness of government schemes and policies, not only concerning GST but also other aspects of tax administration. Other speakers at the panel discussion included Dr. Reva Sharma, Director IMPA, Prof. Manoj Aggarwal from IIT Jammu, Mr. Varun Soni, Deputy Director NAICIN, and Mr. B. S. Khara, Assistant Director NAICIN.
