JKTMA urges expedited conduct of DPC to address vacancies in lecturer positions | Association Highlights Need to Fulfill Vacancies for Smooth Functioning of Higher Secondary Schools | | Early Times Report
Jammu, July 2: Rakesh Singh, the UT President of Jammu Kashmir Teacher/Master Association (JKTMA), strongly appealed to Principal Secretary Alok Kumar Sharma during a meeting held in Jammu to expedite the Departmental Promotion Committee (DPC) process for Teachers/Masters to Lecturer positions. The urgent need to fill vacancies for Lecturers, particularly in rural areas, was emphasized, as nearly fifty percent of Lecturer posts in Higher Secondary Schools (HSS) remain unfilled. This shortage of staff has led to difficulties for students in covering their syllabus, exacerbating the problem due to the retirement of Lecturers without timely replacements. Singh expressed concern over students being compelled to opt for alternative subjects at the senior secondary level due to the unavailability of Lecturers in their preferred subjects. This situation contradicts the spirit of the new Education Policy 2020. Singh emphasized that fulfilling all vacant Lecturer posts in every HSS across the state is crucial for realizing the aims and objectives of the policy. Referring to a SAC decision, the Association urged the Principal Secretary to conduct the DPC by 100 percent promotion quota as a one-time exemption. This step is necessary to create clear vacancies for General Line Teachers (GLT) to adjust Grade II and Grade III teachers currently working in supernumerary posts. Singh also raised concerns about considering postgraduate degrees acquired through distance mode in the science stream for DPC. He cited a recent verdict by the Jammu Kashmir High Court, which stated that distance degrees in the science stream lack sufficient laboratory-oriented work throughout the four semesters, thus rendering them invalid for promotion benefits. Singh questioned the validity of such degrees acquired through unofficial study centers and called for an investigation into previous Education officers who approved DPCs involving such distance mode degrees, as it may constitute a DPC scam. During interactions with the media, Singh commended the State Education Department (SED) for releasing the adjustment list for the first batch of Masters. He urged DSEJ Ashok Sharma to release the adjustment list for the second batch of Masters as full-fledged Masters rather than Interim Charge (I/C) Masters before ATD-2023. The Association also demanded a revision of the transfer policy’s Zone I criteria. It called for including all schools within 10 km of the district headquarters under the Zone I category. Currently, several schools located near cities are classified under Zone II, which may undermine the integrity of the transfer policy. |
